I think they would determine the question more in reference to their opinion as to the manner in which those votes would be exercised, whether they consider those people qualified to vote; my own opinion is, that at this time they cannot vote intelligently, and that giving them the right of suffrage would open the door to a good deal of demagogism, and lead to embarrassments in various ways; what the future may prove, how intelligent they may become, with what eyes they may look upon the interests of the State in which they may reside, I cannot say more than you can.

As we shall now see, however, party passion, political demagogism, and racial hatred prevailed above all high considerations of the public peace and welfare, when parliament was asked by the LaFontaine-Baldwin ministry to deal seriously and practically with the question of indemnity to Lower Canada.

The example of Drusus had shown what came of undertakingto carry conservative reforms solely in reliance on the majority of the senate; it was a course quite intelligible, that his friend who shared his views should attempt to carry out kindred designs in opposition to that majority and under the forms of demagogism.

And this was what enabled them to do this; this was what brought on them the charge of demagogism, the hatred of philosophers, the persecution of princes that their ground was a moral ground, and not a merely intellectual one; that they started, not from any notions of the understanding, but from the inward conscience, that truly pure Reason in which the intellectual and the moral spheres are united, which they believed to exist, however dimmed or crushed, in every human being, capable of being awakened, purified, and raised up to a noble and heroic life.

This was the true apotheosis of a real demagogism. And the suspicion of the masses was as readily fired as their enthusiasm. A friend of Tiberius died suddenly and ugly marks were seen upon the body. There was a cry of poison; the bier was caught up on the shoulders of the crowd and borne to the place of burning.

I mentioned the name of no one; but it must have been clear to all present how deeply I felt regarding the issues which each party represented, and especially regarding the resort to the lowest form of demagogism which Mr. Bryan was then making, in the desperate attempt to save his falling fortunes.

Family policy and demagogism carried on a similar and equally dangerous rivalry in patronizing and worshipping the rabble.
