The subject has been receiving the careful attention which its importance demands, with the result that a modus vivendi for provisional demarcations in the region about the head of Lynn Canal has, been agreed upon; and it is hoped that the negotiations now in progress between the two Governments will end in an agreement for the establishment and delimitation of a permanent boundary.
Again, what in the name of liberty are we to do to men whose preaching, if followed out in act, would bring back the rack and the stake? Once more there is a difficulty of delimitation which will have to be fully sifted. I will only remark here that our practice has arrived at a solution which, upon the whole, appears to have worked well hitherto, and which has its roots in principle.
Augustine. Scotus Erigena, a Scotsman attached to the Palatine Academy of Charles the Bald, lived in the eleventh century. He was extremely learned. His philosophy was Platonic, or rather the bent of his mind was Platonic. God is the absolute Being; He is unnamable, since any name is a delimitation of the being; He is absolutely and infinitely.
"It was the opinion of many philanthropists that the only way to insure good Government in the Transvaal justice to the natives, the suppression of slavery, the security of neighbouring tribes was by England's insisting on the Boer's observance of the Treaty which had been made to this effect, and the delimitation of the boundary of their territory in order to prevent aggression.
The Salween was formerly the boundary between Burma and China, and it is to be regretted that at the annexation of Upper Burma England did not push her frontier back to its former position. But the delimitation of the frontier of Burma is not yet complete. No time could be more opportune for its completion than the present, when China is distracted by her difficulties with Japan.
That year saw the delimitation of the Russo-Afghan border, and the adjustment in Central Asian affairs of a balance corresponding to the equilibrium soon to be reached in European politics. That, too, was the time when Bulgaria began firmly and successfully to assert her independence and to crush every attempt at a rising on the part of her Russophil officers.
In former cases we have seen that it was the Saxon who drew and guarded the racial frontier; but in New Zealand each of the contending human stocks has drawn its racial line, and each regards the other's delimitation with respect. Such respect is rendered possible because the territorial frontiers of Maoriland have been clearly defined.
This was outwardly marked by frequent visits paid to each other by members of the several royal families of the three Slavonic kingdoms of the Balkans. In May 1912 agreements for the eventual delimitation of the provinces to be conquered from Turkey in the event of war were signed between Bulgaria and Serbia, and Bulgaria and Greece. The most controversial district was, of course, Macedonia.
This was clearly more than a surmise. At that time an Anglo-Russian Boundary Commission was appointed to settle the many vexed questions concerning the delimitation of the Russo-Afghan boundary. General Sir Peter Lumsden proceeded to Sarrakhs, expecting there to meet the Russian Commissioners by appointment in the middle of October 1884. Petersburg.
That at least Italy has every right to expect, and there seems no great fear that among the International Councils there will arise a dissentient voice. The inland boundary on the west coast is the difficult section of this delimitation, and into the details of that it would be both rash and inexpedient to enter.
