While defectives are more apt to commit crimes, in the main this is because their environment is too hard for their machine. The sub-normal are probably more tractable and less disposed to the emotions that lead to criminal acts than are the more intelligent. Their crimes are especially noticed because they seem to be without any serious motive and often shockingly brutal.
A unique unit was that devoted to the work of the Indian schools of the State, each of the several reservations being represented, and the whole exhibit being arranged by the State Inspector of Indian Schools. The next alcove was devoted to the education of defectives.
I am inclined to think that most of those executed are either insane or serious defectives; and those who say that such people are of no value are probably right. It is perhaps equally true that few if any are of value, for when value is considered we are met with the question: "Value to whom, or for what?"
In view of what has been said of the ante-pituitary as the gland of intellectuality, studies of intellectually gifted people having shown well functioning large pituitaries, and of mental defectives in a certain number of cases a small limited pituitary, it is justifiable to regard the factor of inherent capacity as a function of the ante-pituitary.
As the criminal is most harmful of all defectives he is summoned to come forward first and to bring his wife with him, when behold, the man turns up alone. Where is his wife? Why, he hasn't got one. Has Dr Chapple considered this fact?
With society as it is, and always will be, a welter of defectives and geniuses in small numbers and a vast majority of just plain men, with all that that implies, the breaking through into the imperial scale is simply a letting in the jungle; walls and palings and stockades, the delicate fabrics of architecture, the clever institutions of law, the thin red line of the army, all melt, crumble, are overcome by the onrush of primordial things, and where once was the white man's city is now the eternal jungle, and the vines and thrusting roots and rank herbage blot out the very memory of a futile civilization, while the monkey and the jackal and the python come again into their heritage.
Essentially the rulers are all defectives; and there is nothing worse than government by defectives who wield irresistible powers of physical coercion. The commonplace sound people submit, and compel the rest to submit, because they have been taught to do so as an article of religion and a point of honor.
To our agencies for dealing with defectives and delinquents we have added the kindergarten and all the kindred principles, methods and instrumentalities of constructive work with children. Chief among these is the use we are making of the child's instinct for play and mental diversion as a means of building up both the individual and the social life.
The form of the wave changes from a high sharp crest with almost straight sides in pointed, concentrated attention, to a series of mere undulations, when crests are difficult to distinguish, in so-called states of dispersed attention. The latter states are rare in normal individuals, although they may be rather frequent in certain types of low-grade mental defectives.
There are many persons who regard the reform of the criminal as an absolutely hopeless task and a waste of time to think over; they advocate his extermination. They would fling back to the Creator His own work as having, in their judgment, proved worthless, even mischievous. Dr Chapple is astounded that the existence, or at least the birth, of defectives should be allowed.
