After a short silence, lord CHOLMONDELEY spoke to this effect: My lords, the observations which, though sufficiently explained and enforced in the late debate, the noble lord has been pleased to repeat on this occasion, are in themselves, indeed, sufficiently pertinent, and have been urged by his lordship with uncommon spirit and elegance; but he ought to have reflected, that general declamations are improper in a committee, where the particular clauses of the bill are to be separately considered.
They resort to the very same fallacies by way of shield against scientific truths or philosophical speculations that happen not to be easily reconcilable with their official opinions. "I know nothing so indecent," says Diderot, "and nothing so injurious to religion as these vague declamations of theologians against reason.
Not a spark of feeling in them. A phraseology got by heart, a schoolboy's rhetoric: he spoke of love like a blind man of color: he spoke of it from hearsay, only repeating the current platitudes. And it was not only love: it was the same with all the passions, which had been used for themes and declamations. And yet he had always tried to be sincere.
The time, my lords, so long expected, and so ardently desired, is at length come; this noble person whom they have so long pursued with declamations, invectives, and general reproaches, has at length resigned those offices which set him above punishment or trial; he is now without any other security than that by which every other man is sheltered from oppression, the publick protection of the laws of his country; but he is yet found impregnable, he is yet able to set his enemies at defiance; and they have, therefore, now, with great sagacity, contrived a method by which he may be divested of the common privileges of a social being, and may be hunted like a wild beast, without defence, and without pity.
Dion was an orator, who had been professor of rhetoric, but he had given up that study for philosophy. His orations, or declamations, gained for him the name of Chrysostom, or golden-mouthed. Euphrates, his friend, was a platonist, who afterwards married the daughter of the prefect of Syria, and removed to Rome.
At the same time, the most vehement declamations were published, for the purpose of inflaming the resentments of the people against Britain; of enhancing the obligations of America to France; of confirming the opinions, that the coalition of European monarchs was directed, not less against the United States, than against that power to which its hostility was avowed, and that those who did not avow this sentiment were the friends of that coalition, and equally the enemies of America and France.
It is true, his writings contain no declamations against tyrants, and no tirades in favor of liberty. He believed that oppression existed only through ignorance and blindness, and these he was all his life long seeking to remove. He believed that true liberty is attainable only through mental illumination, and that he was all his life long seeking to promote.
Decide this, and then all the questions about their power may be dismissed for the amusement of those politicians whose business it is to catch flies, or may occasionally furnish subjects for George Bryan’s Pomposity, or the declamations of Cato—An Old Whig—Son of Liberty—Brutus—Brutus junior—An Officer of the Continental Army,—the more contemptible Timoleon, and the residue of that rabble of writers.
Nothing too vile can be said of, nothing too hard can be done to, such a horrible iniquity as witchcraft is!" Such declamations from such a source, giving voice and authority to the popular superstition, prepared the way for the tragedy that followed.
I would exhort all women to be discontented with their present condition and to assert their individuality of thought, word and action by the energetic doing of noble deeds. Idle wishes, vain repinings, loud-sounding declamations never can bring freedom to any human soul. What woman most needs is a true appreciation of her womanhood, a self-respect which shall scorn to eat the bread of dependence.
