It believes in a synthetic coördination of the three. In my practice I have become convinced that every impairment of the voice is due to outraged nature, resulting in a physiological condition of the vocal organs that should not exist, and, in turn, inducing a psychological condition, such as worry and despondency, which also should not exist.
This mere enumeration of these subjects implies the vast amount of study, coordination, and planning, to say nothing of authorizing legislation, that altogether make our economic preparedness complete. If new conditions arise that require additional administrative or legislative action, the Administration will still be ready.
Instead of being an aid to social coordination, it stimulates disintegration to a high degree as the war has shown. It has stimulated disintegration in two ways. First, it has enormously quickened physical movement, which has already been discussed, and secondly, it has stimulated the rapidity with which thought is diffused.
It was Charles the Second's own conception. His idea was to use the threat of a military expedition. Some 15,000 men in transports were brought to Yarmouth in the hope that the Dutch would come out to bar their passage across the open North Sea, and would thus permit our fleet to cut in behind them. There was, however, no proper coordination of the two forces, and the project failed.
It involves the substitution of a subjective support to claims and theories which require the test of human experience as a whole. But just because science is this coördination of the whole range of experience, there inevitably arises that conflict between science and theology of which we have heard so much during the last few decades.

A mechanism produced by nature's methods, the ground-wasp behaves as it is capable of working with its inherited structure and its inherited instinctive powers of coördination and sensation.

The logical development of factory organisation has been the complete coördination of all factors which are auxiliary to mechanical power and devices. The most important auxiliary factor is human labor.
The charges include the high cost of administration; the pauperization of deserving poor, and the encouragement and fostering of the "undeserving"; the progressive destruction of self-respect and self-reliance by the paternalistic interference of social agencies; the impossibility of keeping pace with the ever-increasing multiplication of factors and influences responsible for the perpetuation of human misery; the misdirection and misappropriation of endowments; the absence of interorganization and coordination of the various agencies of church, state, and privately endowed institutions; the "crimes of charity" that are occasionally exposed in newspaper scandals.
It lies in social organization based on a system of analysis and record, and in all the corollaries of that principle; in the abandonment of the theory of the omnicompetent citizen, in the decentralization of decision, in the coordination of decision by comparable record and analysis.
The strain on local transportation, already enfeebled by a publicservice system designed for a city one twentieth its size and a complete lack of those facilities mandatory in every other large center of population, increased by the necessary rerouting around the affected area, threatened disruption of the entire organism and the further disintegration of the city's already weakened coordination.
