When the elegant spired cupolas at each corner of the palace roof were built, I do not know, but they look like a happy afterthought. The small balcony overlooking the lagoon, which is gained from the Sala del Maggior Consiglio, and which in Canaletto and Guardi's eighteenth-century pictures always, as now, has a few people on it, was built in 1404.

The "Serrar del Consiglio" made Venice and her empire the paragon of oligarchic States. The rise of the empire of Spain seems in its national enthusiasm to offer a closer parallel to this of Britain. But a ruthless fanaticism, religious and political, stains from the outset the devotion of the Spanish people to their Hapsburg monarchs.

The captain's man Wilhelm had been the one to pounce on poor Beppo while the latter was wandering disconsolately. Yet if the statue could wake to life, the man would not know the familiar place, which has been wholly transformed since his days. The principal ornament of the square is the Palazzo del Consiglio, a beautiful example of cinque-cento architecture, its exuberant decoration still subordinate to the harmony and proportion of the general design.

In 1301 the hall above the original portion on the Rio del Palazzo side, now called the Sala del Senato, was added and the lagoon wing was rebuilt, the lower arches, which are there to-day, being then established. A few years later, a still greater hall being needed, the present Sala del Maggior Consiglio was erected, and this was ready for use in 1423.

On the eastern side of the town rises the imposing Castello del Buon Consiglio, once the residence of the Prince-Bishops but now a barracks for Italian soldiery.

The traveller in Venice ought to ascend into the corridor, and examine with great care the series of capitals which extend on the Piazzetta side from the Fig-tree angle to the pilaster which carries the party wall of the Sala del Gran Consiglio.

In 1590, four years before his death, he completed the enormous Paradise in the Sala del Gran Consiglio, measuring seventy-four feet in length and thirty in height.

The permission of the Maggior Consiglio, under favor of this imperious government, was equivalent to a command and a public betrothal, and for a few ecstatic days the heir of the Ca' Giustiniani went about in a state of exaltation too great to be aware of any home shadows the slumbering anger of the Capo of the Ten and an inharmonious atmosphere wherein each was intensely conscious of an individual estimate of the great event which touched them all so nearly.
