From Washington Colonel Scott was ordered to Philadelphia to take command of another battalion of his regiment. In March, 1813, he was appointed adjutant general with the rank of colonel, and about the same time promoted to the colonelcy of his regiment. Notwithstanding his command of the regiment, he continued to perform staff duties.
In the early days of the Cleveland Light Artillery, when it was under the command of his partner, General A. S. Sanford, he was First Lieutenant. When permission was received for the organization of the First Ohio Artillery as a three years regiment, Mr. Hayward was tendered, and from a sheer sense of duty to the country accepted, the Lieutenant Colonelcy of the regiment.
A Chicago regiment, the 19th infantry, had elected a very young man to the colonelcy. The companies were organized and assigned to regiments before they came to camp, but the regimental elections were held after the companies were assembled. Garfield was a candidate for the colonelcy of the Seventh Regiment, but as he was still engaged in important public duties and was not connected with any company, he was at a disadvantage in the sort of competition which was then rife.
As was usual with sons of the higher and more influential nobles, he became at once what was styled colonel en second, a second colonelcy being specially attached to every regiment for the immediate advancement of young soldiers of his rank and condition.
