These are all most serious handicaps, and certainly the need for investigation of all laws, the codifying of many, and the abolition of some is urgent.

They think of education as a business of delightful intricacy, and forget that it is but an elaborate device for teaching men to love quiet labour and to enjoy the delight of leisure. They lose themselves in the dry delight of codifying law, and forget that law is only necessary because men are born brutal and selfish.

Foreigners had been resorting to him from all parts of the world, and gave him hopes of new fields for codifying. As early as 1808 he had been visited at Barrow Green by the strange adventurer, politician, lawyer, and filibuster, Aaron Burr, famous for the duel in which he killed Alexander Hamilton, and now framing wild schemes for an empire in Mexico.

While Miss Betty Sheridan, for another scornful time, was rereading the well-thumbed copy of the Sentinel, her fine back arched like a prize cat's, George Remington in his small mahogany office adjoining, neck low and heels high, was codifying, over and over again, the small planks of his platform, stuffing the knot holes which afforded peeps to the opposite side of the issue with anti-putty, and planning a bombardment of his pattest phrases for the complete capitulation of his Uncle Jaffry.

Bentham's activity during the first revolutionary war corresponded to this position. The revolution, whatever else it might do, obviously gave a chance to amateur legislators. There was any amount of work to be done in the way of codifying and reforming legislative systems. The deviser of Utopias had such an opening as had never occurred in the world's history.

He could throw himself into codifying, or speculating, or getting up briefs at any moment and in any surroundings, and dismiss each occupation with equal readiness. He found time, too, for a good deal of such society as he loved.

He plunged into the work of examining and planning and codifying with the zest of a naturalist in an unexplored jungle. In the day time he made his examination; at nights he studied the mining laws of all time and all the world. He built up a staff as rapidly as it could be put together and correlated with the tasks before it.

The Exile had given rise to the Synagogue, and had favoured the final development and codifying of the Mosaic law; the seventy years intermission of the Temple sacrifices and symbolic acts had turned the worship, which had been so largely visible, dramatic, social, into the praying, singing, reading, preaching of extant texts, taken as direct and final rules for all thought and action, and as incapable of additions or interpretations equal in value to themselves.

The only people who cannot get the friends and companions they want are those who petulantly claim attention; and the worst error of all consists in mistaking the gentle pleasures of life, such as society and intercourse, for the duties of life, and of codifying and formalizing them.

The regulation of human intercourse, the delimiting of rights and privileges, protection of life and property, the codifying of laws, vague, various and conflicting, the making of new laws and the enforcing of those that have taken organic form; all these and an hundred other governmental functions, appeal strongly to the mind and touch closely on personal interests.
