The Government has a class-consciousness and a class-interest quite distinct from those of the genuine proletarian, who is not to be confounded with the paper proletarian of the Marxian schema.

It is a factor with all other factors. The creative, acquisitive, aggressive spirit of those bigger John Smiths who succeed as against the myriads of John Smiths who fail, the wider horizons and more efficient methods of the educated man, the awakening class-consciousness of women, the inevitable futility of John Smithism, the sturdy independence that makes John Smith resent even disciplined co-operation with Tom Brown to achieve a common end, his essential incapacity, indeed, for collective action; all these things are against the ultimate triumph, and make for the ultimate civilisation even of John Smith.

This results in his having less social passion than his city brother, except when he is caught in a periodic outburst of economic discontent expressed in radical agitation, and also in his having a more feeble class-consciousness and a weaker basis for cooperation. This last limitation is one from which the farmer seriously suffers.

His talk bristled with such words as "capitalism," "proletariat," "class-consciousness" and he spoke with fluency of "economic determinism" and "syndicalism." It was quite wonderful!

But in either case, if the organizations of the wage earners in the United States become as powerful as they are in England to-day, and if the class-consciousness of the wage earners becomes as acute, any policy of wage settlement will be severely scrutinized in regard to the profits return prevailing throughout industry also.
