The civil-service reform is now one of the main questions and issues of American legislation; but so bitterly is it opposed by venal politicians that I fear it cannot be made fully operative until the country demands it as imperatively as the English did the passage of their Reform Bill.

It is possible that this might be done without Congressional action, but, as the matter is debatable, I earnestly recommend that the Congress enact a law providing that they be included under the civil-service law and put in the classified service. Oklahoma has become a State, standing on a full equality with her elder sisters, and her future is assured by her great natural resources.

"Ah, you English," he said, "you consider all your cousins brothers and sisters!" Goneril laughed. "Is it not so?" he asked, a little anxiously. "Jack is much nicer than my brothers," said the young girl. "And who is he, this Jack?" "He's a dear boy," said Goneril, "and very clever; he is going home for the Indian civil-service exam; he has been out to Calcutta to see my father."

Civil-service reform enforced by law came none too soon to check the progress of demoralization. One of its effects, not enough regarded, is the freedom it brings to the political action of those conservative and sober men who, in fear of the confusion and risk attending an arbitrary and sudden change in all the public offices with a change of party rule, cast their ballots against such a chance.

He dwelt on the civil-service reform of President Cleveland, charging the Republicans with "offensive partisanship," a Cleveland phrase then as new as four-in-hand neckties. His immediate ambition was to obtain a "permanent appointment" as teacher of a public day school He was a singular surprise to me.

This policy, which was a direct reversal of the ideas of civil-service reform which were then rapidly gaining strength, incurred the active hostility of civil-service reformers, of whom George William Curtis was the most conspicuous. When General Grant came to reside in New York, after his tour around the world, he was overwhelmed with social attentions.

At the present time in India the papers taken in the civil-service examinations must be certified to by the thumb-print of the competitor and wills must likewise be sealed in the same way, and all checks and drafts must be certified by a thumb-print in addition to a signature.

The whining of a clerk discharged for indolence or incompetency, who, though he gained his place by the worst possible operation of the spoils system, suddenly discovers that he is entitled to protection under the sanction of civil-service reform, represents an idea no less absurd than the clamor of the applicant who claims the vacant position as his compensation for the most questionable party work.

Thus it will be seen that a graduated system of promotion exists, based upon merit and competitive examination, and which to the fullest extent is practical and theoretically satisfactory to the most exacting civil-service reform doctrinaire.

"I'd like at least to try it, sir." "Well, I can't help you much there; that's in civil-service, and you must take the examination." "I have, sir." "So? Where, and what mark?" "In the Treasury Department; I got a mark of ninety-three." "What! and no appointment?" The Senator was incredulous. "No, sir; not yet." Here Miss Wynn interposed.
