The experience of the past few years with a partial application of civil-service rules to the Diplomatic and Consular Service leaves no doubt in my mind of the wisdom of a wider and more permanent extension of those principles to both branches of the foreign service.
Civil-service reform had a far easier task in England than it has here, and forces at its back which are here actively or inertly opposed to it.
"The plea is that the people down there Jim Daly's constituents have no sympathy with the civil-service examination for public office, and so they think it was rather smart of him than otherwise to get the better of the law. In other words, that it's all right to break a law if one doesn't happen to fancy it. A nation which nurses that point of view is certain to come to grief."
I commend, therefore, the subject to your attention, and suggest that a special committee of Congress might confer with the Civil-Service Board during the present session for the purpose of devising such rules as can be maintained, and which will secure the services of honest and capable officials, and which will also protect them in a degree of independence while in office.
The number of settlements since July 1, 1903, has been in excess of last year's average, approaching 1,000 claims for each working day, and it is believed that the work of the Bureau will be current at the close of the present fiscal year. During the year ended June 30 last 25,566 persons were appointed through competitive examinations under the civil-service rules.
Mackenzie describes it, there is nothing among nursery nuisances comparable to the Civil-Service child of eight or ten years, whose father, a "Company's Bad Bargain," in the Mint, or the Supreme Court, or the Marine Office, draws per mensem enough to set his brat up in the usual servile surroundings of such small despots.
We should have one view of the matter, and hold it with a sincerity that is not affected by the consideration that the party to which we belong is for the time in power. My predecessor, on the 4th day of January, 1889, by an Executive order to take effect March 15, brought the Railway Mail Service under the operation of the civil-service law.
I therefore again commend to the favorable action of the Congress the enactment of a law applying to the diplomatic and consular service the principles embodied in section 1753 of the Revised Statutes of the United States, in the civil-service act of January 16, 1883, and the Executive orders of June 27, 1906, and of November 26, 1909.
It is possible that this might be done without Congressional action, but, as the matter is debatable, I earnestly recommend that the Congress enact a law providing that they be included under the civil-service law and put in the classified service. Oklahoma has become a State, standing on a full equality with her elder sisters, and her future is assured by her great natural resources.
The report of the Civil Service Commission, which will be submitted, contains an account of the manner in which the civil-service law has been executed during the last year and much valuable information on this important subject.
