One of two arrangements should certainly be made in these days: either let all speech-making on festive occasions be utterly tabooed and made as it were impossible; or else let those who are to exercise the privilege be first subjected to a competing examination before the civil-service examining commissioners.
This was 12,672 more than during the preceding year, and 40 per cent of those who passed the examinations. This abnormal growth was largely occasioned by the extension of classification to the rural free-delivery service and the appointment last year of over 9,000 rural carriers. A revision of the civil-service rules took effect on April 15 last, which has greatly improved their operation.
Congress accordingly passed the act approved March 3, 1871, "to regulate the civil service of the United States and promote the efficiency thereof," giving the necessary authority to the Executive to inaugurate a civil-service reform.
The corps of engineers known as the Reclamation Service, which is conducting the surveys and examinations, has been thoroughly organized, especial pains being taken to secure under the civil-service rules a body of skilled, experienced, and efficient men.
Whether the new recruits come in upon the certificates of a board of examiners, such as the British Civil-Service Commission, or upon the scrutiny of the Executive and his advisers, as now, is a consideration of minor importance.
The ablest of them all was a gentleman who, I think, is now universally recognized both at home and abroad as the most efficient and accomplished American diplomat and lawyer Elihu Root. There is no career so full of dramatic surprises as the political. President Hayes put civil-service reform upon its feet, and without the assistance of necessary laws vigorously enforced its principles.
And both were big enough so that they never bemoaned the fact that Fate had sent them to the University of Hard Knocks instead of matriculating them at Harvard. I once heard George William Curtis speak at Saint James Hall, Buffalo, on Civil-Service Reform a most appalling subject with which to hold a "popular audience."
The report of the Civil Service Commission, which will be submitted, contains an account of the manner in which the civil-service law has been executed during the last year and much valuable information on this important subject.
Dawson: "The only salvation for those who have been benefited during the era of liberty occasioned by President Hayes's civil-service policies is to prevent the national convention adopting the unit rule."
The instinct of the public against any thing like information in a volume of this kind is perfectly justifiable; and the reader will perhaps discover that this is illy adapted for a text-book in schools, or for the use of competitive candidates in the civil-service examinations.
