Marechal was the lawyer whom his former patron, when buying Les Aigues for the general, had recommended to Monsieur de Montcornet as legal adviser. Sibilet, eldest son of the clerk of the court at Ville-aux-Fayes, a notary's clerk, without a penny of his own, and twenty-five years old, had fallen in love with the daughter of the chief-magistrate of Soulanges.

The eight years of Washington's administration of public affairs, as chief-magistrate of the republic, were now drawing to a close. They had been years of toil, anxiety, and vexation.

The most weighty argument against the election of a chief-magistrate is, that it offers so splendid a lure to private ambition, and is so apt to inflame men in the pursuit of power, that when legitimate means are wanting, force may not unfrequently seize what right denies.

To enclose the bills in a letter, directed to some eminent citizen or public officer, was the obvious proceeding. Both of these conditions were fulfilled in the person of the present chief-magistrate. To him, therefore, the packet was to be sent. Paper and the implements of writing were necessary for this end. The appointed hour for a new presidential election was now drawing near. At that time no nomination for chief-magistrate was formally made, nor officially announced. The letter of the constitution was adhered to, and the people were called upon to choose electors only, who, when they should meet at the time specified by the constitution, should ballot for whomsoever they pleased for president.

This extraordinary letter closed with the following peroration, intended to stimulate the anti-British feeling among the Americans, and to influence the action of the electoral college in their choice of chief-magistrate of the republic:

This not working so well as was expected, from a supposition that there was too much confidence in, and, perhaps, personal regard for, the present chief-magistrate and his politics, the batteries latterly have been levelled at him particularly and personally.

It appears strange that a gentleman like Monroe, who was afterward an honored chief-magistrate of the republic, should have been so infatuated as to allow such a libel to go from under his roof.
