In a word, the chief political forces were centrifugal, not centripetal. All the jealousy, the factious spirit, and the prejudice, which petty local sovereignties are bound to engender, flourished apace; and the general effect was to develop what European statesmen of a certain period termed Particularism.
A continuously operating feedback monitor system was capable of maintaining accuracy to better than .01% both in the mass inertial field of centrifugal force affecting the rim; and in overall balance that might otherwise cause wobbles in the hub.
We have no arithmetic to tell its power on every mote in the sunbeam, or flower, or grain-head bowing toward the earth, tree brought down with a crash, or avalanche with thunder. Much less can we measure the power that holds the earth to the sun spite of its measureless centrifugal force. We did not make the next highest force, cohesion.
Nor in any of the cases was the forward movement other than commendable and inevitable. It was the necessary manifestation of the unrestrainable centrifugal impulse of the Anglo-Saxon. The impulse which sent the first English colonists to North America sent them also to Australia, to India and the uttermost parts of the earth.
Here, too, we may note that in the co-operation of these factors, there seems a reason for the greater concentration reached by Jupiter than by Saturn, though Saturn is the elder as well as the smaller of the two; for at the same time that the gravitative force in Jupiter is more than twice as great as in Saturn, his velocity of rotation is very little greater, so that the opposition of the centrifugal force to the centripetal is not much more than half.
Born in Cuba, he had been educated in the United States, had taken special work in the technology of sugar, knew the game from cane to centrifugal and the ship to the sugar trust. He was quite as much a scientist as a business man. He and Eulalie talked for a moment in low tones in Cuban Spanish, but it needed only to watch his eyes to guess where his heart was.
Chamberlain's dream of the British Imperial Customs Union has definitely been abandoned. No attempt was made at the Imperial Conference in 1911 to go back to it. "A centrifugal policy predominated. .... When the question of imperial defence came up, the policy was rejected which wished to assure to Great Britain the help of the oversea dominions in every imaginable eventuality."
What will be the forces acting upon the prosperous household, the household with a working head and four hundred a year and upwards to live upon, in the days to come? Will the resultant of these forces be, as a rule, centripetal or centrifugal?
That this should be so is inevitable; common amusements may create a certain bond between the young, but the performance of common labours, necessitating identical knowledge, identical habits, and modes of thought, forms a far stronger bond, drawing men far more powerfully towards social intercourse and personal friendship and affection than the centrifugal force of professional jealousies can divide them.
This solar atmosphere revolved, like the sun itself, around its axis; but its heat, constantly radiated into sidereal space, gradually diminished, and the atmosphere being contracted in proportion as it cooled, the rapidity of its rotation was accelerated, until it reached the point at which the central attraction was overcome by the centrifugal force, and then a zone of vapor would be detached or thrown off, which might either retain its form as a nebulous ring, like the ring of Saturn, or first breaking into fragments, from some want of continuity in its structure, and afterwards coalescing into one mass, might be condensed into a planet as the vapor continued to cool.
