The blockading vessels off Cardenas were the Machias, the Wilmington and the Hudson. It was determined to enter the inner harbor and attack three small gunboats which were known to be there. While preparations for the attack were being made, the Winslow came in from off Matanzas, for coal, and was given a place in the attacking force.
Consequently, we find intensive efforts by the axis, and especially Germany, to overthrow the Cárdenas Government because it is avowedly anti-fascist. A fascist government, helped into power by the Rome-Berlin-Tokyo axis, could be depended upon to supply much needed oil in war time.
France had ever been the receptacle of Spanish traitors and rebels from Antonio Perez down, and the King of Spain would always protect wronged and oppressed princes like Conde. France had just been breaking up the friendly relations between Savoy and Spain and goading the Duke into hostilities. On the other hand the King had more than one stormy interview with Don Inigo de Cardenas in Paris.
