Vietnam or Thailand ? Vote for the TOP Country of the Week !

The new waves are for a time amazingly fecund, and then comes a rapid fall in the birth-rate. The proportion of colonial and early republican blood in the population is, therefore, probably far smaller even than the figures I have quoted would suggest.

Ninety-nine times out of a hundred men only write what they have read before they started, just as Rousseau in an eighteenth-century village believed that every English yokel could vote and that his vote conveyed a high initiative, making and unmaking the policy of the State; or just as people, hearing that the birth-rate of France is low, travel in that country and say they can see no children though they would hardly say it about Sussex or Cumberland where the birth-rate is lower still.

Intelligent efforts along this line ought to comprise the following features: revival of the wish to live and the belief in a future for the race, increase in the birth-rate, rational distribution of the women, abolition of the present recruiting system, compulsory medical treatment, creation of law and order, and restoration of old customs as to daily life and food.

Today we are fully aware of how imperial Germany fulfilled that cultural mission of hers; nor can we overlook the fact that the countries with a smaller birth-rate survived the ordeal.

No wonder women has got sense at last to make the birth-rate decline, when you see cases like that, and even the people that go to help them out of the fix an' that out of kindness, not for no reward nor pleasure is demeaned to their face an' called rabbit ketchers, if you please!

But, in point of fact, a vast number of babies and children are unnecessarily slain, and if we could suddenly arrest the whole of this slaughter, the increase of population would become so formidable that everyone would deplore the unmanageable height of the birth-rate.

If there are two things set high above legislation, "movements," crusades, and preaching, one is the marrying age and the other is the birth-rate. Don't pester me with Right and Wrong. I am Right and Wrong...." Having thus attempted to clear the ground a little of fudge, I propose next to offer a few simple remarks on marriage.

The birth-rate among the normal and healthier and finer stocks of humanity, is to be increased by awakening among the "fit" the realization of the dangers of a lessened birth-rate in proportion to the reckless breeding among the "unfit." By education, by persuasion, by appeals to racial ethics and religious motives, the ardent Eugenist hopes to increase the fertility of the "fit."

He could draw no conclusions whatever except from the birth-rate. He could not frankly discuss the matter with the young women themselves, although they would have gladly discussed it, because Faust was helpless in the tragedy of woman. He could suggest nothing.

To this must be added, as I rather from the same source, 1,700,000 Territorials, with their "reserve," from which a reduction of 25 per cent., or roughly 450,000 men, must be made. No further increase in these figures is possible, since in France 90 per cent, of all those liable to serve have been called up, and the birth-rate is steadily sinking.
