This is the first land that Bering sighted, and where he landed after the memorable voyage of his two boats, the St. Peter and St. Paul, from Kamtschatka. The early Russian adventurers of this part of the world have, it seems, been lost sight of, and have not had justice done them.

He had been rescued by an Indian fisherman from the icy waters of Bering Sea, and taken to his hut, where for days he had lain ill from exposure to the elements. At the earliest possible moment he had embarked for San Francisco, then journeyed east.

Jason's favour: even Judge Bering, whose acquaintance I had made the day I had come, as a law student, to Mr. Watling's office, unbent from time to time sufficiently to call there for a small glass of rye and water, and to relate, with his owl-like gravity, an anecdote to the "boys." The saloon represented Democracy, so dear to the American public.

Some of these were not inhabited; others had Indians or Esquimos on them, but, after the manner of the early discoverers, Bering took possession of them all in the name of the Emperor of Russia. It doesn't seem right as we look at things now, but in those days 'might made right, and it was just the same way the English did when they came to America.

After much correspondence and delays, for which this Government was not responsible, an agreement was reached and signed on the 15th of June, by which Great Britain undertook from that date and until May 1, 1892, to prohibit the killing by her subjects of seals in the Bering Sea, and the Government of the United States during the same period to enforce its existing prohibition against pelagic sealing and to limit the catch by the fur-seal company upon the islands to 7,500 skins.

I saw Judge Bering that evening. We sat on a plush sofa in the parlour of his house in Baker Street. "I had a notion Gorse'd be mad," he said, "but it looked to me as if they had it on us, Paret. I didn't see how we could do anything else but affirm without being too rank. Of course, if he feels that way, and you want to make a motion for a rehearing, I'll see what can be done."

Commander Bering died on the 8th of December, and was buried in the trench where he lay. The island where he perished bears his name, but his grave is unmarked. An iron monument to his memory was recently erected at Petropavlovsk. No human dwellers were found on the island. Foxes were numerous and had no fear of the shipwrecked mariners.

The instructions which the Major gave me when we left Gizhiga did not provide for any such contingency as the landing of this party near Bering Strait, because at that time we had abandoned all hope of such cooperation and expected to explore the country by our own unaided exertions.

Just fifty years from Bering's exploration of 1728, the English navigator finds what Bering found: that America and Asia are not united; that no Northeast Passage exists; that no great oceanic body lies north of New Spain; that Alaska as the Russian maps had it after Bering's death is not an island.

My endeavors to establish by international cooperation measures for the prevention of the extermination of fur seals in Bering Sea have not been relaxed, and I have hopes of being enabled shortly to submit an effective and satisfactory conventional projet with the maritime powers for the approval of the Senate.
