"As a matter of fact, however, Servians note is filled with the spirit of dishonesty, which clearly lets it be seen that the Servian Government is not seriously determined to put an end to the culpable tolerance it hitherto has extended to intrigues against the Austro-Hungarian monarchy." Russia at once notified Austria that it could not permit Servian territory to be invaded.

This not only gained for the Russians a large booty in prisoners, munitions, and equipment, but also released the great army that had been besieging the fortress. It was thrown immediately against the Austro-Hungarian forces in Galicia, who were driven back again rapidly into the Carpathian Mountains. Again Austria appealed to Germany for help.

I found that the Prussians, despite their depleted state, actually believed this explanation, which filled them with pride in themselves and contempt for the Czechs. But the German officers in charge of reorganising the Austro-Hungarian Army were not content to let Bohemians perform safe duties in the rear. Consequently, they diluted them until no regiment contained more than 20 per cent.

Throughout the balance of July, 1916, the Italian troops succeeded in continuing their advance, although the Austro-Hungarian resistance showed no noticeable abatement and frequently was strong enough to permit not only very effective defensive work, but rather considerable counterattacks. However, all in all, the Italians had decidedly the better of it.

It was not until March 17, 1916, however, that it became more apparent what was the purpose of the many encounters between Russian and German patrols that had been officially reported with considerable regularity since the beginning of March. On March 17, 1916, both the German and Austro-Hungarian official statements reported increased Russian artillery fire all along the line.

Secretary of State informs me that immediately on receipt of Prince Lichnowsky's telegram recording his last conversation with you he asked Austro-Hungarian Government whether they would be willing to accept mediation on basis of occupation by Austrian troops of Belgrade or some other point and issue their conditions from there.

That is, I think, an undesirable probability, but until the Polish mind qualifies its desire for absolute independence with a determination to orient itself definitely to some larger political mass, it remains one that has to be considered. But the future of Poland is not really separate from that of the Austro-Hungarian monarchy, nor is that again to be dealt with apart from that of the Balkans.

This meant the break-up of the Austro-Hungarian Empire, which had not been contemplated at an earlier period, but, as he stated in his reply to the Austrian request for an armistice in October, conditions had changed since the announcement of the Fourteen Points, and these peoples would no longer be satisfied with mere autonomy.

Lansing issued the following statement: "The Czecho-Slovak peoples having taken up arms against the German and Austro-Hungarian empires, and having placed in the field organised armies, which are waging war against those empires under officers of their own nationality and in accordance with the rules and practices of civilised nations, and Czecho-Slovaks having in the prosecution of their independence in the present war confided the supreme political authority to the Czecho-Slovak National Council, the Government of the United States recognises that a state of belligerency exists between the Czecho-Slovaks thus organised and the German and Austro-Hungarian empires.

though they do not clearly grasp the meaning or the scope of the demand, to accept the collaboration of Austro-Hungarian officials so far as is consistent with the principle of international law, with criminal procedure and with good neighbourly relations;
