The leaders of this huge party proclaimed on July 25th that Austria was the blood-guilty power and maintained this attitude in spite of bloodshed till 11 p.m. on July 28th. By what lightning-change Austria's original guilt was transferred to Russia by July 31st is not recorded. With regard to the text of the above proclamation, there are variations to be noted.
But the most decisive and fateful exercise of Magyar influence upon Austria's foreign policy occurred in 1879, when the Austro-German Alliance was finally concluded. This was equally the work of Bismarck, who spared the defeated Austria in order to make an ally of her, and of a Magyar Count Andrassy who from 1871 to 1879 was the Austro-Hungarian Foreign Minister.
He turned his face toward the imperial box; his eyes beamed with love and exultation, and he began to play his favorite hymn with impressive enthusiasm the hymn which he had composed ten years ago in the days of Austria's adversity, and which he had sung every day since then, the hymn, "Gott erhalte Franz den Kaiser, unsern guten Kaiser Franz!"

This latter event was construed by the European public as the foretoken of a new and far-resonant departure in Austria's treatment of international relations. In reality it was hardly more than the withdrawal from public business of a tired statesman malgré lui who had persistently sought to be relieved of his charge ever since his first appointment.
Nothing would answer but the subversion of the Sardinian constitution and the bringing of that nation's government into harmony with the admirable rule that existed, under the double-headed eagle's protection, in Naples and Modena. Unless all Austrian history be false, Austria's object for years has been a revolution in Sardinia, and Rome has aided her.

It is true that, late in the day, Austria avowed that she had no intention of annexing Serbian territory, a declaration which Germans did not believe, and certainly one which Russia had no reason to accept after Austria's annexion of Bosnia and Herzegowina in 1908. Furthermore, Austria gave Russia every reason to cherish suspicion as to her intentions.
Besides, in 1897, the Tsar had framed an agreement with the Court of Vienna for the purpose of exercising conjointly some measure of control over Balkan affairs; and he then vetoed Austria's suggestion for the acquisition of Bosnia.
