Wherever he goes, he takes care to "set up the emblems of Asshur," or of "the great gods;" and forces the vanquished to do them homage. The supreme Deity of Assyria was Asshur, who was worshipped sometimes as female, sometimes as male. This God doubtless represents the dual or triple creative principle observed in all the earlier forms of worship.

Ranking after El in Babylon, Asshur in Assyria, and Baal in Phoenicia, all shadows of the same supreme God, we notice among these Mesopotamians a triad of the great gods, called Anu, Bel, and Hea.

At the head of the Assyrian Pantheon stood the "great god." Asshur. His usual titles are "the great Lord," "the King of all the Gods," "he who rules supreme over the Gods." Sometimes he is called "the Father of the Gods," though that is a title which is more properly assigned to Belus. His place is always first in invocations.

So we find Asshur joining the men of Arbela in both the rebellions mentioned above, and it appears always to have been ready to welcome attempts by the Babylonian Semites to regain their old predominance over Southern Assyria. As we should expect from geographical circumstances, Assyria's most perilous and persistent foreign enemies were the fierce hillmen of the north.

As we look back on it now, the political revolution is complete; but had we lived in the year 600 at Asshur or Damascus or Tyre or Tarsus, it might have impressed us less. A new master in the East did not and does not always mean either a new earth or a new heaven. Let us see to how much the change really amounted. The Assyrian Empire was no more.
