Serbia, on the contrary, has a very small educated class and practically no wealthy class, it being said that there is not a millionaire in the country. Slovenia and Croatia each have their aristocracies, with titles and estates and traditions; Serbia's population is wholly composed of peasants, or of business and professional men who come from peasant stock.
It is this cumulative habit that accounts for the marked flowerbed or jam-tart character which everybody must have noticed in the high Alpine flora. Aristocracies usually pride themselves on their antiquity: and the high life of the mountains is undeniably ancient.
Mr Mill attempts to prove that there is no point of saturation with the objects of human desire. He then takes it for granted that men have no objects of desire but those which can be obtained only at the expense of the happiness of others. Hence he infers that absolute monarchs and aristocracies will necessarily oppress and pillage the people to a frightful extent. We answered in substance thus.
They have all wanted that indescribable something which I have found so satisfying in aristocracies and royalties on the stage; and here at the Horse Show, while I made my tour, I constantly met handsome, actor-like folk on foot who could much better have taken the role of the people in the boxes.
The wont of such is to follow the law of hereditary aristocracies: the old blood gets thin, there is no sparkle to the sangre azul, the language dies out in poverty. The strong, new, popular word forces its way up, is heard at the bar, gets quoted in the pulpit, slips into the outer ring of good society.
It is of no use to preach the old sermon of contentment with one condition, whatever it may be, a sermon framed for lands where aristocracies are fixtures, in this generation and on this continent. Discontent is a necessity of republicanism, until the millennium comes.
Moreover, there are some other states which are called by the same name, that differ both from oligarchies and free states, wherein not only the rich but also the virtuous have a share in the administration; and have therefore acquired the name of aristocracies; for in those governments wherein virtue is not their common care, there are still men of worth and approved goodness.
"The country," says Robespierre, "has a right to bring up its own children; it cannot confide this trust to family pride nor to the prejudices of individuals, the eternal nourishment of aristocracies and of a domestic federalism which narrows the soul by keeping it isolated."
For her the journals began to describe the dresses already prepared, for her a staff of tailors, dressmakers, needlewomen and jewellers were working; she would have on her contract the same signature as a princess of the blood, who would be a princess herself and related to one of the most glorious aristocracies in the world.
In reply, it is pointed out that the same argument was used to support kings, aristocracies and a universal church. All these have been set aside, in many parts of the earth, and society seems even more stable than before. The love of men and women is probably more powerful and less in need of adventitious support than either patriotism or religion.
