Fifty years earlier, a direct attack would have spent itself on insuperable obstacles; but with the lapse of time the subject presented itself, and was simply and universally accepted, not only without a struggle, but without any excitement. This fact might be arguable in relation to the internal maturation of the masses; but it is beyond question in its relation to the individual.
In the final examination, he was threatened with torture. He said that before the decree of 1616 he had held the truth of the Copernican system to be arguable, but since then he had held the Ptolemaic to be true. Next day, he publicly abjured the scientific truth which he had demonstrated. He was allowed to retire to the country, on condition that he saw no one.
There had been individual visits to previous presidents. At Colorado Springs in 1911, when Mr. Wilson was Governor of New Jersey and campaigning for the Presidential nomination, a delegation of Colorado women asked him his position on woman suffrage. He said, "Ladies, this is a very arguable question and my mind is in the midst of the argument"
But the extent to which he was prepared to exalt the supremacy is best illustrated in the control of imperial commerce. A great change had just been made in the economic system of Britain. Free trade was then to its adherents not an arguable position, but a kind of gospel; and men like Grey, who had something of the propagandist about them, were inclined to compel others to come in.
In fact, it would certainly be an arguable proposition, if we allow intention in nature, to say that man was intended to remain at the animal level, and that, having so far defeated nature's intention, he is dogged by a disappointed creator, and made to pay the fullest price that can be exacted for every step of progress achieved. Of course, of proof of design in nature there is positively none.
But I am not concerned here to legitimize any of those people, and even as to my general view of the moral reactions as between the criminal and the police all I will venture to say is that it seems to me to be at least arguable. The twelve years that have elapsed since the publication of the book have not changed my attitude. I do not regret having written it.
While it is arguable that such a partnership with woman in government as obtains in Australia and New Zealand is sufficiently unreal to be endurable, there cannot be two opinions on the question that a virile and imperial race will not brook any attempt at forcible control by women.
This doctrine was that the Press was an organ of opinion that is, an expression of the public thought and will. Why was this doctrine originally what I have called it, "plausible and arguable"? At first sight it would seem to be neither the one nor the other. A man controlling a newspaper can print any folly or falsehood he likes. He is the dictator: not his public. They only receive.
At any moment the British Empire could now put a million and a quarter of arguable soldiers upon the board of Welt-Politik.
I do not see that either premise of this argument is open to exception. The obvious answer is that "university" is a vague term and that there may be many kinds of universities, as indeed there are in this country; moreover, the importance of theology is an arguable matter even among church members.
