So long as four-fifths of these tribes take turns at raiding into Texas, openly and boastfully bringing back scalps and spoils to their reservation, efforts to inspire very high ideas of social and industrial life among the communities of which the raiders form so large a part will presumably result in failure. Next in deviltry were the Kiowas, and then the Arapahoes and Comanches. Some few of these last two tribes continued friendly, or at least took no active part in the raiding, but nearly all the young men of both were the constant allies of the Cheyennes and Kiowas. All four tribes together could put on the war-path a formidable force of about 6,000 warriors.

A large deputation of them came to Fort Laramie, bringing a valuable present of horses, in compensation for the lives of the murdered men. These Bordeaux refused to accept. On receiving their messages I entered into negotiations with Little Robe, chief of the Cheyennes, and Yellow Bear, chief of the Arapahoes, and despatched envoys to have both tribes understand clearly that they must recognize their subjugation by surrendering at once, and permanently settling on their reservations in the spring.

The number of northern Cheyennes and Arapahoes roaming in Montana, who, it is believed, have co-operated with the Sioux under "Sitting Bull," in their depredations, is not known: it is probably less than 1,000. The Blackfeet, Bloods, and Piegans, particularly the last-named band, have been, until within about two years, engaged in depredating upon the white settlers.

For the present the opposition of the army followers was to be ignored, as no one gave them credit for being able to thwart our plans. The Indian agent called the head men of the two tribes together. The powwow was held at the summer encampment of the Cheyennes, and the principal chiefs of the Arapahoes were present. A beef was barbecued at our expense, and a great deal of good tobacco was smoked.

The Arapahoes take them at their word, help themselves most liberally, and usually turn their horses into the cornfields afterward. They have the foresight, however, to leave enough of the crops untouched to serve as an inducement for planting the fields again for their benefit in the next spring.
