Public opinion, custom, and the influence of the old Roman law were too powerful to allow Christian monarchs to become fanatical on the subject ; but certain stricter regulations were introduced by the pious Gratian, Valentinian, and Theodosius, in the years 380, 381, and 382.

At that date the figure was $2,844,649,626, or, for the interest-bearing part alone, $2,381,530,294, The total interest-bearing debt on April 30, 1888, was only $1,038,199,762. At the end of that fiscal year, June 30, 1888, the debt, less cash in the treasury, amounted to $1,165,584,656.

I cannot illustrate the position in which he is placed, more forcibly, than by quoting Captain Grey's remarks, vol. ii. p. 381, where he says: "It must also be borne in mind, that the natives are not tried by a jury of their peers, but by a jury having interests directly opposed to their own, and who can scarcely avoid being in some degree prejudiced against native offenders."

Cyril's was a troubled life, and there are many indications that he was accused of heresy in 381, and triumphantly acquitted by the council. In such a case his creed would naturally be examined and approved. It was a sound confession, and in no way heretical. From this point its history is clearer.
