Every situation affecting the State's power found him ready for the emergency. When an early frost and severe winter in 1917-18 destroyed much of the seed corn, the Governor uncovered instances of profiteering and immediately stopped it by vigorous action. Corn in other districts with similar soil and climate was brought in and sold at three dollars a bushel.

But if a large army was to be placed in France by 1918, these problems must be solved immediately and upon an emergency basis. Hence resulted the confusion and expense which nearly led to the breakdown of the whole programme in the winter of 1917-18. The War Department faced a dilemma. If it waited until supplies were ready, the period of training would be too short.

Competitive bidding by the many purchasers, with the danger of forcing up the price of the limited supply, was in this way prevented. The rations of Europe are the most convincing evidence of the extent of the sugar shortage.

We are not fully serving. We sent in all five thousand tractors across the sea in the critical 1917-18 period when the submarines were busiest. Every one of them arrived safely, and officers of the British Government have been good enough to say that without their aid England could scarcely have met its food crisis.
