The next day the men of Charlestown, as if foreseeing that their town was destined to be a holocaust, declared themselves ready to risk their lives and fortunes. On Sunday, the 5th, the committee of correspondence wrote to Portsmouth in New Hampshire, to Providence, Bristol, and Newport in Rhode Island, for advice and cooperation.

I however thought no more of the matter. When the French troops arrived at Rhode Island, I had intelligence from New York that General Clinton intended to make an attack upon them before they could get themselves settled and fortified.

Howe looked with longing eyes toward New York, took up Burgoyne's idea of a post in Rhode Island, and believed that if he had twenty thousand men holding all three positions the rebels would be beaten. But such an army was not forthcoming, and the question arose whether he had best stay in Boston or go to New York.

Soon after they were discharged and embarked on board a ship to sail through Hell Gate, to Rhode Island, "where," writes Domine Megapolensis, "all kinds of scum dwell, for it is nothing else than a sink for New England." One of the Quakers, Robert Hodgson, went over to Long Island.

Within each individual State the total amount of income tax or of other direct taxation to be levied from that State may be apportioned as the State may think fit; but an income tax of two per cent. on Rhode Island would probably produce more than an income tax of ten per cent. in Iowa; whereas Rhode Island could pay an income tax of ten per cent. easier than could Iowa one of two per cent.

But what is the Pound? 1547 grains of fine silver in Georgia; 1289 grains in Virginia, Connecticut, Rhode Island, Massachusetts, and New Hampshire; 1031 grains in Maryland, Delaware, Pennsylvania, and New Jersey; 966 grains in North Carolina and New York. Which of these shall we adopt? To which State give that pre-eminence of which all are so jealous?

"Well, I'll give it up; but I'd like to know how much corn you raise in the whole State of Illinois." "Our average production," said Percy, "is about equal to the total production of Maine, New Hampshire, Vermont, Massachusetts, Rhode Island, Connecticut, New York, New Jersey, Pennsylvania, Delaware, Maryland, Virginia, North and South Carolina, Georgia, Florida, Alabama, and Mississippi."

With Plymouth there could be no trouble; she had never had a charter, but had existed on sufferance from the outset. In 1687 the charters of Rhode Island and Connecticut were rescinded, but the decrees were not executed in due form. In October of that year Andros went to Hartford, to seize the Connecticut charter but it was not surrendered.

Not far from the same time, the people of Rhode Island carried off to Providence from the batteries at Newport forty-four pieces of cannon; and the governor frankly told the commander of a British naval force near at hand that they had done this in order to prevent these cannon from falling into his hands, and with the purpose of using them against "any power that might offer to molest the colony."

At the time when Washington was inaugurated both North Carolina and Rhode Island were outside the Union. The national government was a new and doubtful enterprise, remote from and unfamiliar to the mass of the people. To turn their thoughts toward the new Administration it seemed to be good policy for Washington to make tours.
