The freeholders, who were thus required always to attendthe courts, were doubtless the only witnesses who were usually required in civil causes. This was owing to the fact that, in those days, when the people at large could neither write nor read, few contracts were put in writing.
A claim to representation on behalf of the Scottish universities was negatived in the house of lords. The number of representatives for Ireland was raised from 100 to 105. The disfranchisement of the 40s. freeholders was maintained against the strenuous attacks of O'Connell and Sheil, but the introduction of the £10 borough franchise amply balanced the loss of democratic influence in counties.
But there was an inferior class of voters, ten-pound freeholders, and such like, who, at this period, were somewhat given to have an opinion of their own, and over them it was supposed that Sir Roger did obtain some power by his gift of talking.
That each colony have a governor and council appointed by the crown, and a house of representatives to be elected by the freeholders, inhabitants of the several counties, not more than forty nor less than thirty for a colony, who shall have power to make all necessary laws for the internal government and benefit of each respective colony that are not repugnant or contradictory to the laws of Great Britain, or the laws of the American parliament, made and enacted to be in force in the colonies for the government, utility, and safety of the whole.
If we suffer the liberty of the freeholders to be infringed, what can we expect but to be charged with betraying our trust, and giving up to servitude and oppression those who deputed us to this assembly, as the guardians of their privileges, and the asserters of their birthright; a charge too just to be denied, and too atrocious to be borne.
But does he know how remarks of that sort will be received by the laboring people of the North? Why, who are the laboring people of the North? They are the whole North. They are the people who till their own farms with their own hands; freeholders, educated men, independent men.
As we have here mentioned the three different classes that existed in Norway, it may be well to explain that the masters were peasants or "bonders", but not by any means similar to peasants in other lands; on the contrary, they were the udal-born proprietors of the soil the peasant-nobility, so to speak, the Udallers, or freeholders, without any superior lord, and were entitled to attend and have a voice in the "Things" or assemblies where the laws were enacted and public affairs regulated.
And then, country-folks are nature's freeholders; they enjoy a full portion of the earth, the air, the sky, with the thousand charms an ever-merciful Creator has lavished on them. Every inanimate object this hill, that wood, the brook, the bridge, C.'s farm-house, and D.'s barn to the very highway, as far as eye can reach, all form pleasing parts of a country home.
As soon as I got back to Bath, I put an advertisement into one of the papers, requesting the freeholders to attend a preliminary meeting, to sign a requisition to the Sheriff, for the purpose of calling a county meeting, to address the Prince Regent, upon his accepting that office.
