But turning from particular parallels to a broader comparison, there is a general use of expressions in the New Testament in regard to which every Christian teacher should aim at clear views and careful discriminations; for example, when we are said to be "temples of the Holy Ghost," or when Christ is said to be "formed in us the hope of glory," or it is "no longer we that live, but Christ that liveth in us."

There are, of course, many other items of great public interest which could be enumerated in this message the continued conservation of our natural resources, the improvement of health and of education, the extension of social security to larger groups, the freeing of large areas from restricted transportation discriminations, the extension of the merit system and many others.

I pointed out that it was a logical and unimpeachable principle to act upon; that the only safe rule for doing justice electorally between man and man was to assume a large assumption in some cases that all men are equal and that all discriminations between them are unhealthy and undemocratic.

And on the other side, we may consider at first some fundamental discriminations which steadily influence the inquiries and controversies in the field. I think of the difference between normal and abnormal mental states, between psychical and physical facts in psychotherapy, between functional and organic diseases, and to return to our starting point, between mental and moral influences.

And among those exiled the world of light, differences will be made, suited to the different degrees of criminality. Capernaum will receive a more intolerable doom than Sodom.* * Matthew xi. 23, 24. All these discriminations will be built on the present life, and rise out of it.

If it interferes, it seeks to replace natural with artificial discrimination. In both cases it authorizes discriminations which in their effect violate the doctrine of "equal rights."

Moreover, as he was always to be found at his store, and ready to give his personal attention to customers, he was able to make his own discriminations and to form his own estimates of men and these were generally correct. The result of this was, that he gradually attracted a class of dealers who were substantial men; and, in consequence, was little troubled with bad sales.

Yielding to no one in the desire to indulge this feeling of consideration, I can not rid myself of the conviction that if these ex-soldiers are to be relieved they and their cause are entitled to the benefit of an enactment under which relief may be claimed as a right, and that such relief should be granted under the sanction of law, not in evasion of it; nor should such worthy objects of care, all equally entitled, be remitted to the unequal operation of sympathy or the tender mercies of social and political influence, with their unjust discriminations.

I recommend to Congress the revival and continuance for a further term of the beneficent accommodations to the public debtors of that statute, and submit to their consideration, in the same spirit of equity, the remission, under proper discriminations, of the forfeitures of partial payments on account of purchases of the public lands, so far as to allow of their application to other payments.

And in the same spirit we must make use of the religious considerations which are appropriate to this subject that is, we must encourage the child with the approval of his heavenly Father, when he resists the temptation to deviate from the truth, instead of frightening him, when he falls, by terrible denunciations of the anger of God against liars; denunciations which, however well-deserved in the cases to which they are intended to apply, are not designed for children in whose minds the necessary discriminations, as pointed out in this chapter, are yet scarcely formed.
