"For females such as I and my parts, of my charms and descent daughter of La Gatusa, niece of La Mêndez, and granddaughter of La Astrosa know that there are neither pacts nor compacts, nor any such futile things, nor are any of them worth a farthing.
No mechanical aggregation of brute matter can make a living body, if there is no living and assimilating principle within; and no aggregation of individuals, however closely bound together by pacts or oaths, can make society where there is no informing social principle that aggregates and assimilates them to a living body, or produce that mystic existence called a state or commonwealth.
The principle is merely the principle of the Consensual Contract carried to its proper consequence; and, in fact, if the technical language of the Romans had been as plastic as their legal theories, these Pacts enforced by the Prætor would have been styled new Contracts, new Consensual Contracts.
Such specific exemptions it is not necessary to set forth in the treaties. Objection has been made that under the first section of the pending pacts it might be claimed that we would be called upon to submit to arbitration of the Monroe Doctrine, or our right to exclude foreign peoples from our shores, or the question of the validity of southern bonds issued in reconstruction days.
Then the exorcists, to the number of eight, having commanded the devils to be silent and to cease their tumult, ordered a brazier to be brought, and into this they threw the pacts one by one, whereupon the convulsions returned with such awful violence and confused cries, rising into frenzied shrieks, and accompanied by such horrible contortions, that the scene might have been taken for an orgy of witches, were it not for the sanctity of the place and the character of those present, of whom Grandier, in outward seeming at least, was the least amazed of any, although he had the most reason.
One can not contemplate this constant interchange of traffic without recalling the metaphor of the warp and the woof, of the shuttle weaving a fabric of international commerce that ignores dead reciprocity pacts and an invisible boundary. Yet England does three-fourths of the carrying trade for the United States across the Atlantic.
We have obligations to mankind at large, which are not in consequence of any special voluntary pact. They arise from the relation of man to man, and the relation of man to God, which relations are not matters of choice. On the contrary, the force of all the pacts which we enter into with any particular person, or number of persons, amongst mankind, depends upon those prior obligations.
In Asia and the Pacific, the pending Manila Pact supplements our treaties with Australia, New Zealand, the Philippines, Korea and Japan and our prospective treaty with the Republic of China. These pacts stand as solemn warning that future military aggression and subversion against the free nations of Asia will meet united response.
"Blut ist ein ganz besondrer Saft," and it is sometimes necessary that other pacts than those of hell should be written in blood, before the world recognises their full validity. Heaven forbid that the Deed of Union of the United States should require a second time to be retraced in red! But it is an illusion, though a salutary one, that civil war is any more barbarous than international war.
From the strain of this letter, and the Prussian king's declaration to the British minister when he first set out for Saxony, importing that he was going to fight the king of England's battles, a notion was generally conceived that those two powers had agreed to certain private pacts or conventions, the particulars of which have not yet transpired.
