It brings to a pathetic close the saddest epoch in Lord Cochrane's life so very full of sadness. "I rise, sir," he said, "to second the motion of my honourable friend. In what I have to say, I do not presume to think that I can add to the able arguments that have just been uttered; but it is my duty distinctly to declare my opinions on the subject.
