The United States Government alone has spent already sixty millions of dollars under the Reclamation Act which went into effect in 1902, and the end is not yet, for as the vista of human achievements in this line broadens still greater works will be inaugurated and successfully consummated.

We have an instrument at hand in the Reclamation Service which has dealt with every phase of the problem which now confronts us, and with such high average success as to command the entire confidence of Congress and the country.

We feel in closer contact with the world of facts when he enumerates the works of peace for the prince: the cleaning of towns, building of bridges, halls, and streets, draining of pools, shifting of river-beds, the diking and reclamation of moors.

Their wages have been good and promptly paid; there has been but one strike, and that was four years ago and was settled by Department of Labor experts fixing the scale of wages. The men have had the benefit of a system of compensation for damages like that in the Reclamation Service and Panama Canal.

Readjustments authorized by the reclamation relief act of May 25, 1926, have given more favorable terms of repayment to settlers. These new financial arrangements and the general prosperity on irrigation projects have resulted in increased collections by the Department of the Interior of charges due the reclamation fund.

"I mean that you have got an awful lot to learn yet before you will be of big value to the Service, but you've got to learn it with your elbows and sweating blood. You're that kind. Nothing I can say will help you. Good night, partner!" The next morning Jim reported at Freet's office. "Mr. Freet," he said carefully, "I have a lot of pride in the reputation of the Reclamation Service.

I met Salvation Army officers occasionally, who were both intelligent, self-denying, and hard-working; and I suppose that with them belief must have been at least as powerful a motive as devotion to their Army, their General, and the work of reclamation among the very poor. Also, there were High Church clergymen, who toiled unceasingly among the poor.

There are the Mission Woolen Mills, the Kimball Carriage Works, the Cornell Watch Factory of all things the West Coast Furniture plant, the San Francisco Sugar Refinery, the Grand Hotel, a dry dock at Hunter's Point, the California Theater, a reclamation scheme at Sherman Island, the San Joaquin Valley irrigating system, the Rincon Hill cut, the extension of Montgomery street ..." he checked them off on his fingers, pausing finally for lack of breath.

In other countries, to be sure, we find reclamation projects, where irrigation canals serve to bring water long distances to be used on arid but fruitful soil. We also find great fertilizer factories turning out, according to proper chemical formula, the needed constituents to furnish impoverished soils with the necessary materials for plant growth.

We have duplicates of the soils that grow the wrapper tobacco in Sumatra and the filler tobacco in Cuba. It will be only a question of time when the large amounts paid to these countries will be paid to our own people. The reclamation of alkali lands is progressing, to give object lessons to our people in methods by which worthless lands may be made productive.
