From those first breaches in republican practice which the historian Florus dates back to the siege of Numantia, B.C. 133, down far into the reign of Augustus, it took a century and a quarter to make the people understand that there was no longer a republican form of government, and to produce a leader who could himself see that there was room for a despot.

Like the latter, he had no relish for vulgar pleasures and vulgar pursuits; he was a man of thorough culture and a brave soldier; he had served with distinction before Numantia under his brother-in-law, and afterwards in Sardinia. But in talent, in character, and above all in passion he was decidedly superior to Tiberius.

He may have already tested Scipio's lack of sympathy with an active propaganda; shame might have kept back the hint of a plan that might seem to imply a claim to leadership. But it is possible that there was some feeling of resentment against the warrior now before Numantia, who had done nothing to save the last Numantine treaty and the honour of the name of Gracchus.

The Romans to be sure of Capua, Carthage, and Numantia, dismantell'd them quite, and so lost them not: they would have kept Greece as the Spartans had held them, leaving them free, and letting them enjoy their own Laws; and it prospered not with them: so that they were forc'd to deface many Cities of that province to hold it.
