But with respect to placing a city in the neighbourhood of the sea, there are some who have many doubts whether it is serviceable or hurtful to a well-regulated state; for they say, that the resort of persons brought up under a different system of government is disserviceable to the state, as well by impeding the laws as by their numbers; for a multitude of merchants must necessarily arise from their trafficking backward and forward upon the seas, which will hinder the well-governing of the city: but if this inconvenience should not arise, it is evident that it is better, both on account of safety and also for the easier acquisition of the necessaries of life, that both the city and the country should be near the sea; for it is necessary that those who are to sustain the attack of the enemy should be ready with their assistance both by land and by sea, and to oppose any inroad, both ways if possible but if not, at least where they are most powerful, which they may do while they possess both.
We owe to it the compactness and unity of our great American Communion, and surely it was well to have what we used on Sunday last a form of thanksgiving for this our hundredth anniversary of the election of Bishop Seabury that God did "so replenish him with the truth of His doctrine and endue him with innocency of life that he was enabled, both by word and deed, faithfully to serve Him in the office of a bishop to the glory of His name and the edifying and well-governing of His Church."
In accordance with the request of the Diocesan Convention, the Bishop set forth the following special Thanksgiving to be used throughout the Diocese, immediately after the General Thanksgiving at Morning and Evening Prayer on that day: ALMIGHTY GOD, Who by Thy Holy Spirit hast appointed divers orders of ministers in Thy Church, we give unto Thee high praise and hearty thanks, that Thou didst put it into the hearts of our fathers and brethren to elect, on this day, to the work and ministry of a Bishop in Thy Church, Thy servant, to whom the charge of this Diocese was first committed; and that Thou didst so replenish him with the truth of Thy doctrine and endue him with innocency of life, that he was enabled, both by word and deed, faithfully to serve Thee in this office, to the glory of Thy name, and the edifying and well-governing of Thy Church.
The above considerations will at once establish that those bye-laws which afford protection to the well-governing of the merchant service in general, are not sufficient to maintain the necessary discipline on board of the East India ships. The greater the disproportion between the unit who commands and the numbers who obey, the greater the chance of mutiny. Sedition is the progeny of assembly.
"I have made it," he says, "my province and business; I have followed and pressed it; I took it for my calling and station, and have kept it above these sixteen years." Penn went back to Rickmansworth, and for a time life went on as before. We get a glimpse of it in the good and wholesome orders which he established for the well-governing of his family.
On the contrary, according to the common judgment, the well-governing of the state was being wisely provided for, and these alliances were destroying the seeds of discord that spontaneously germinate in aristocracy and little by little destroy it, like those plants sown by no man's hand, which thrive upon old walls and become their ruin.
While, however, the question of ordination was only one out of many things that drew our fathers and pioneers back to the Church from which their fathers had gone out, it must, from the very exigencies of the case, have come into great and constant prominence. It could not be otherwise. There could be no "well-governing of the Church."
