When the Tsar's troops, for lack of ammunition, were obliged to retreat, concessions were made very gradually, slight concessions at first, which became larger as the withdrawal proceeded, until finally the Russian troops being driven out everything was conceded, when it was too late.

A rigorous Press censorship was established, the hated governor-general Bobrikoff filled the country with gendarmes and spies, native officials were dismissed or driven to resign, an attempt was made to introduce the Russian language into the schools, and, though the Finns could only oppose a campaign of passive resistance to these wicked and short-sighted measures, at the end of seven years the nation which had for almost a century been the most contented portion of the Tsar's dominions was seething with ill-feeling and disloyalty.

But once the Kaiser had sent his ultimatum to the Tsar's Government, the Russian mask was doffed by the Brussels agency, which forthwith appeared in its true colours as a potent instrument of germanization in Belgium. There was found to be almost nothing Russian about the bank but the name.

In the country it has no followers and in the sweeping incendiary fires of 1905-06 estates were burned which belonged in several cases to men who spent their life in fighting for freedom against the tsar's government. During the previous night enormous crowds from the city and the surrounding districts had collected here in order to receive at sunrise, by the Tsar's command, a little memento of the coronation ceremony, in the form of a packet containing a metal cup and a few eatables; and as day dawned, in their anxiety to get near the row of booths from which the distribution was to be made, about two thousand had been crushed to death.

Italy was the most intensely Radical State in Europe, and she was bankrupt to boot; and, added to this, there was a very strong party in the Upper House which believed that Britain needed no such ally, that with Germany and Austria at her side she could fight the world, in spite of the Tsar's new-fangled balloons, which would probably prove failures in actual war as similar inventions had done before, and even if her allies succumbed, had she not stood alone before, and could she not do it again if necessary?

Perhaps I may be permitted to reveal here a scene historic in the history of the Empire, being present with my master Rasputin in the Tsar's private cabinet. It was a very curious incident, and revealed much concerning the attitude of Nicholas towards the nation.

So Janko lived happy and prosperous. And it all came about through his having a good honest heart. The Story of the Golden Apples, the Wicked Dragon, and the Magic Horse Have you ever heard the story of the Peafowl who became a Queen and of the Tsar's Youngest Son who married her? Well, here it is: There was once a Tsar who took great delight in his garden.

An ancient assembly, or Duma, of nobles, which had formerly exercised vague legislative rights, was practically abolished, its place being taken by an advisory Council of State whose members, usually noblemen, were selected by the tsar. All traces of local self- government were similarly swept away, and the country was henceforth administered by the tsar's personal agents.

Every method for reaching the head or heart of this incorrigible son utterly failed. During Peter's absence abroad in 1717, Alexis disappeared. Tolstoi, the Tsar's emissary, after a long search tracked him to his hiding place and induced him to return.
