I established two panels the President's Advisory Committee for Women and the Interdepartmental Task Force on Women to advise me on these issues. The mandate for both groups expired on December 31, but they have left behind a comprehensive review of the status of women in our society today. That review provides excellent guidance for the work remaining in our battle against sex discrimination.

Councils, convocations, synods, conventions, and "yearly meetings" have more and more an advisory, and less and less of compulsory power, over independent local congregations. Denominations have so multiplied, that it looks as if, after awhile, every man may be his own pastor, elder, bishop, or over-seer, indeed a whole "church" by himself.

It remained simply a conference without real power. Each colony had one vote and the rule of unanimity prevailed. As to the time in life when an engineer feels qualified to enter upon consulting work, that is something which must come to him from within. Usually the engineer knows that he has become a factor in his chosen branch or specialty when he finds himself becoming more and more sought in an advisory capacity among his fellows.

It would constitute a check upon the governor, and would in turn be checked by him; while it would act in relation to the people as a sort of technical advisory commission, with the duty of preparing legislation for popular enactment or rejection. But how would such specific legislative proposals originate?
