Let it be granted that the policy has made her oppressive to the Finns, the Poles though the Russian Poles feel far less oppressed than do the Prussian Poles. But it is a mere historic fact, that if Russia has been a despot to some small nations, she has been a deliverer to others. She did, so far as in her lay, emancipate the Servians or the Montenegrins.
For a long time the Slav people who, after the battle of Kosovopjolje, in which the Turks defeated the Servians, retired to the confines of the present Montenegro, Dalmatia, Herzegovina and Bosnia, and "Borderland" of Austria knew what it was to deal, as our Western pioneers did, with foes ceaselessly fretting against their frontier; and the races of these countries, through their strenuous struggle against the armies of the Crescent, have developed notable qualities of bravery and sagacity, while maintaining a patriotism and independence unsurpassed in any other nation.
The command of these rebellious bodies was further entrusted to the rebel leaders of the Croatians. During this rebellion of the Hungarian Servians, scenes of cruelty were witnessed at which the heart shudders; the peaceable inhabitants were tortured with a cruelty which makes the hair stand on end. Whole towns and villages, once flourishing, were laid waste.

There was nothing left for the Bulgarians but to direct their offensive movements against the southern Servian divisions in Macedonia. The great coup had failed. Instead of attacking first the Servians and then the Greeks and overwhelming them separately, it was necessary to fight their combined forces. Every element in the situation demanded the utmost caution on the part of Bulgaria.
