The demands were in part as follows: 1. An apology by the Servian government in its official journal for all Pan-Servian propaganda and for the participation of Servian army officers in it, and warning all Servians in the future to desist from anti-Austrian demonstrations. That orders to this effect should be issued to the Servian army.

Russia promptly declared that she would not object to the punishment of Servians for any proved offense, but that she must defend the territorial integrity and independence of Servia. Italy and France suggested an extension of time for the answer. France and Russia advised Servia to make a general acceptance of the ultimatum.
