If we can assume, then, the gradual development of a new society in which these principles will be carried out, a society that is made up of social units of human scale, self-contained, self-supporting and self-governed, where production is primarily for use not profit, and where bulk-production is practically non-existent, the sub-division of labour reduced to the lowest practicable point, machinery employed to a much less extent than now, and the factory system abolished, what organic form will labour take on in place of that which now obtains?

For them, as for men, "the good of the governed" is not genuine unless it is that kind of good which belongs to the self-governed. In the last century the bitter satirist, Charles Churchill, wrote a verse which will do something to keep alive his name. It is as follows:

The stadholder and his soldiers came to liberate their brethren of the same race, and speaking the same language, from abject submission to a foreign despotism. The Flemings had but to speak a word, to lift a finger, and all the Netherlands, self-governed, would coalesce into one independent confederation of States, strong enough to defy all the despots of Europe.

France and Great Britain especially were fond of saying that it was a war of the free peoples against those enslaved by military rule a conflict between self-governed nations and those which were oppressing their foreign subjects. Replying to this the central powers would always point to Russia. Russia, said they, oppressed the Poles and Lithuanians, the Letts, the Esthonians, the Finns.
