The whole of France was but one vast sedition: anarchy swayed the state, and in order that it might be, as it were, self-governed, it had created its government in as many clubs as there were large municipalities in the kingdom. The dominant club was that of the Jacobins: this club was the centralisation of anarchy.

Soft words, alas! only reminded us of parsnips. And soon we should be without bread. The bread question was the topic of the hour, and gave rise to more acrimony than had any antecedent injustice. Such unwonted severity in the administration of Civil affairs was a strain on the loyalty of a people self-governed since they were born.

Each in his own way has rejoiced in his youth, has passed an innocent and happy boyhood, stored with pleasant reminiscences for after days, filled with high hopes and manly principles, with habits well-regulated, and that fine self-control which had taught them "Rapt in reverential awe, To sit, self-governed in the fiery prime Of youth, obedient at the feet of law."

"Any one," wrote George E. Ellis in the "Memorial History of Boston," "who attempts to trace the springs, the occasions, and the directing forces of the revolt ... cannot find his clew a year short of the date when the former self-governed Colony of Massachusetts Bay became a Royal Province." He is right in pointing out that in 1692 the struggle took open form.

When such a state of society is brought about in this country the infidels will have more hell than they will relish. Listen once more, “Man’s right to be self-governed is, equally with his desire to be so, self-evident.” How are these infidels going to have self-government and intolerance by law in matters of religion and state?

Dance and song, patriotism and religion, so often parted among us, have flowed together into one in these stately villagers; each a small farmer; each a trained soldier, and probably a trained seaman also; each a self-governed citizen; and each a cultured gentleman, if ever there were gentlemen on earth.

And we know, too, that the Jews would not take our Lord's advice, nor the apostles', but did rise again and again, both in Judea and elsewhere, gallantly and desperately enough, poor creatures, in mad useless rebellion, till the Romans all but destroyed them off the face of the earth. But what has that to do with us, free self-governed Englishmen, in this peaceful and prosperous land?

After Satan rebelled, humanity, too, was thrown into an abnormal and almost universal attitude of independence toward God; and this continues beyond the Cross with increasing confusion and darkness, to the end of the age. The only exception to this rebellion is the little company of believers; and how terribly real is the tendency to the self-governed life of the old nature, even among these!

No representative of any self-governed nation will dare disregard it by attempting any such covenants of selfishness and compromise as were entered into at the Congress of Vienna.

Do you suppose, in a country really self-governed, such abuses could exist? Your own intelligence, however uncultivated, tells you they could not. Take Austria, a country even possibly more enslaved than England.
