Notwithstanding all his intrigues, the sanjak of Delvino was conferred, not upon him, but upon a bey of one of the first families of Zapouria. But, far from being discouraged, he recommenced with new boldness and still greater confidence the work of his elevation, so often begun and so often interrupted.
There are ten mosques, while the only Greek church stands forlorn on the other side of the great hollow two miles away. The town is not really Montenegrin. It has the cosmopolitan character of all the Sanjak, Turks, Austro-Turks and Serbs a mixture like that at Marseilles or Port Said.
Passers-by demanded, "What is she doing?" and the onlookers answered "She is writing us;" for everything that is done with pencil on paper is to them writing. One pretty young woman shook her fist, laughing "If I could write, I would write you," she said. We were no longer in the Sanjak. Turkish influence had vanished, and we longed to see the famous Black Mountains of old Montenegro.
But he was outwitted. Would that he had always been! After much argle-bargle Europe decided to accept the fait accompli in Bosnia, and not to reassemble the signatory Powers. Serbia did not receive the corridor she demanded through the Sanjak, and signed an agreement accepting the changed state of Bosnia.
But Greece, having almost all the islands of the Aegean, a part of the territory of Turkey and all the ports in the Aegean, and having the Sanjak of Smyrna, should form a littoral Empire of the East and chase the Turks into the poorer districts of Anatolia. For the same motive, in the last few years, all the blame is attributed to the Turks.
Rejected was the idea of fixing the frontier on the Enos Medea line, and the frontier fixed at Ciatalgia; Constantinople was under the fire of the Greek artillery, and Constantinople was nominally the only city which remained to Turkey. The Sanjak of Smyrna, in Asia Minor, was the true wealth of Turkey; it represented forty-five per cent. of the imports of the Turkish Empire.
With the map as it had been before the war of 1912, there was one little strip of territory, called the Sanjak of Novibazar, between Serbia and Montenegro, which connected Turkey with Austria. To be sure, this country was inhabited almost entirely by Serbians, but so long as it was under the military control of Austria and Turkey, German railway trains bound for the east could traverse it.
Before following this route farther south, a few words should be devoted to Montenegro. Between Serbia and Montenegro lies the Sanjak of Novibazar. This small territory nominally belonged to Turkey before the Balkan War, but it was in fact garrisoned by Austrian troops, the civil administration being left to the Turks.
True that neither by his birth nor by the manner of his appointment did Selim satisfy the orthodox caliphial tradition; but, besides his acquisition of certain venerated relics of the Prophet, such as the Sanjak i-sherif or holy standard, and besides a yet more important acquisition the control of the holy cities of the faith he could base a claim on the unquestioned fact that the office was vacant, and the equally certain fact that he was the most powerful Moslem prince in the world.
During this period and the first week of January, 1916, they were satisfied with more or less holding their lines, though they did advance some distance on the eastern, or Sanjak, front, capturing Plevlie, Ipek, and Bielopolie. But, as an offset to this success, the Montenegrins scored at least one victory of considerable magnitude.
