There is much to be said from a certain point of view in defence of Warren Hastings's action with regard to the Rohilla war. The Rohilla chiefs were no doubt a danger to the Nawab of Oude, whom Hastings regarded as a useful ally of the Company.
The votes, therefore, which, in consequence of the reports made by the two committees, were passed by the Commons, breathed the spirit of stern and indignant justice. The severest epithets were applied to several of the measures of Hastings, especially to the Rohilla war; and it was resolved, on the motion of Mr.
Although he was the target for the eloquence of Burke, of Fox, and of Sheridan, still Hastings's hopes were high, and they mounted higher when the Rohilla war charge was rejected by a large majority. But they were only raised so high to be dashed to earth again in the most unexpected manner. The friends of Hastings were convinced that he would have the unfailing support of Pitt in his defence.
All preliminary steps having been duly taken, Burke, in the beginning of June, brought forward the charge relating to the Rohilla war. He acted discreetly in placing this accusation in the van; for Dundas had formerly moved, and the House had adopted, a resolution condemning, in the most severe terms, the policy followed by Hastings with regard to Rohilcund.
Certainly that astute Rohilla was ultimately the greatest gainer from the anxieties and sufferings of the campaign. But the first act of hostility came from the Bhao, who moved up stream to turn the invader's flank. In the invasion of Nadir Shah, it had been occupied by a force of Persian sharpshooters, who had inflicted much loss on the Moghul army from its cover.
That British Empire in India for which Clive unconsciously labored owes its existence to-day in no small degree to the genius, to the patience, and to the untiring energy of Warren Hastings. The two heaviest charges levelled against Warren Hastings are in connection with the Rohilla war and with the trial of Nuncomar, now better known as Nand Kumar.
The hussar-mongers of Hesse and Anspach had at least the assurance that the expeditions on which their soldiers were to be employed would be conducted in conformity with the humane rules of civilized warfare. Was the Rohilla war likely to be so conducted? Did the Governor stipulate that it should be so conducted? He well knew what Indian warfare was.
The Mahrattas were allowed to indemnify themselves for these services by seizing on part of the Rohilla country, and drawing chauth from the rest; consideration of which they promised their assistance to cope with the invading Afghans; but on arriving at Dehli they learned that the Emperor, in the Vazir's absence, had surrendered to Ahmad the provinces of Lahor and Multan, and thus terminated the war.
The Rohilla Sirdars, in consequence of the above to agree to pay to the Vuzeer forty lakhs of rupees, in manner following viz., ten lakhs, in specie, and the remaining thirty lakhs in three years from the beginning of the year 1180 Fussulee." Only redundant or unimportant phrases have been omitted: there is not a word of payment to the Mahrattas.
Had they been, they would have been face to face with a Frank, or a Lombard, or a Visigoth, much what not a Sikh, a Rohilla, or a Ghoorka, but a Bengalee proper would be face to face with an Englishman. One thousand Varangers might have walked from Constantinople to Alexandria without fighting a pitched battle, if they had had only Greeks and Syrians to face. Thus the Romans were growing weak.
