These events mark the first stage in the beginning of that grand movement, Il Risorgimento, which after long delays was finally consummated in 1870. This period of Bonaparte's career may well be lingered over by those who value his invigorating influence on Italian life more highly than his military triumphs.

It was the period which elaborated the characteristically democratic attitude of mind on a basis of personal freedom, and which resulted in the establishment of socialism as the primary and controlling force in the State. It was a period of growth and of prosperity during which the moral forces developed during the Risorgimento were crowded into the background or off the stage.

It had now to struggle to its new level, giving to a State which already had its constitution, its administrative and political organization, its army and its finance, a living content of forces springing from individual initiative prompted by interests which the Risorgimento, absorbed in its great ideals, had either neglected or altogether disregarded.

He remembered the song perfectly. He had heard her sing it in many places Rome, Naples, Syracuse. It was a great favourite with her mother, for whom the national upheaval of Italy the heroic struggle of the Risorgimento had been a life-long passion. No revolution ever possessed more markedly than did the Italian Risorgimento this characteristic of ideality, of thought preceding action. Our revolt was not concerned with the material needs of life, nor did it spring from elementary and widely diffused sentiments breaking out in popular uprisings and mass disturbances.

From the days of the Sibyl and of the Trojan hero to the stirring times of Garibaldi and of King Bomba, which were but of yesterday, Naples and its environs have played a prominent part in the annals and development of the civilised western world; Roman emperors, Pagan statesmen and poets, Norman, French and Spanish princes, popes, saints and theologians, merchants and scientists of the Middle Ages, writers of the Renaissance and heroes of the Risorgimento, all have combined to shed a halo of historical romance upon Naples and its Riviera, where there is scarcely a sea-girt town or a crumbling fortress that is not redolent of the memory of some personage whose name is inscribed on the roll of European history.

This task of intellectual liberation, now slowly being accomplished, is no less important than the political deliverance brought about by the Fascist Revolution. It is a great task which continues and integrates the Risorgimento; it is now bringing to an end, after the cessation of our political servitude, the intellectual dependence of Italy.

A constitution could only check the revolution and stifle the legitimate aspirations of the people. The nickname of "Milord Camillo" or "Milord Risorgimento" was in everyone's mouth when speaking of Cavour. A short time sufficed to show not only the expediency but the necessity of granting a constitution, and that at once. Events never moved so fast as in the first two months of 1848.
