The higher ratings of quarter-master, gunner's mate, captain of the forecastle and of the tops, and so on, are given chiefly to men who may not, in fact, know more than every Able Seaman is supposed to be acquainted with, but who have recommended themselves by their superior activity and vigilance, and have not only shown themselves fit to command others by their decision of character, but evinced a sincere anxiety to see the work of their department well performed.

Not only are there all the various ranks of commissioned officers in the line, medical corps, pay corps, marine corps, etc., but there are ten kinds of warrant officers besides; while in the enlisted personnel there are ninety-one different "ratings" in the navy, and thirteen in the marine corps, besides temporary ratings, such as gun-pointer, gun-trainer, gun-captain, etc.

By the end of the year practically all of these will have been designated and then the system will be extended to all fourth-class post offices doing a money-order business. In selecting post offices for depositories consideration was given to the efficiency of the postmasters and only those offices where the ratings were satisfactory to the department have been designated.

The ratings and relative standings of graded and high schools in various localities, may be easily obtained through state educational authorities, college entrance boards, and similar organizations. But even where the rating report is good, personal investigation is advisable.
