In the other list, the Archbishop of Armagh and the Moderator were grouped with the Archbishop of Cashel and the Bishops of Raphoe and Down and Connor; the Lord Mayor of Cork and Lord Mayor of Belfast were together; Mr. Devlin was with Mr. Barrie.
To put an end to this state of affairs Andrew Knox was sent over to Ireland as Bishop of Raphoe, and was commissioned to take measures to stir up the Protestant bishops and to suppress Popery. On his arrival he found that he had a heavy task before him.
I met with a member of that Committee, which was composed of sixteen Protestants and eleven Catholics, including the Catholic Bishop of Raphoe and the Presbyterian member of Parliament. This gentleman informed me that food was given in such quantities as to preserve life only. Seed was also given.
He had been chosen, no doubt, to guard the special interests of Catholicism in the north-east corner. The others were of a very different stamp; no two in Ireland had a better right to the name of statesmen. The edict of 1610 in relation to Catholic children educated abroad has been quoted in a previous chapter, apropos of education, but the scheme submitted by Knox, Bishop of Raphoe, to Chichester in 1611 went even beyond that edict.
Raphoe is on the road to nowhere, and yet it runs a rattling tweed mill the proprietor is a Unionist, of course. Queer it is to see this flourishing affair in the wilds of Donegal. Blankets, travelling rugs, and tweed for both sexes, of excellent quality and pretty patterns. Raphoe has a cathedral, but without features of note. The bishop's palace is in ruins.
According to the record preserved in the Rolls' Office, three archbishops and seventeen bishops took their seats, the only absentees being Clogher, Derry, Raphoe, Kilmore, Dromore, Clonmacnoise, Achonry, Kilmacduagh, Kilfenora, and Mayo. Armagh was vacant, Primate Dowdall having died in August 1558, and his successor not having been appointed by Rome till February 1560.
