This resolution, instead of being carried by a large majority as was expected, was lost by a vote of fifteen to twenty-two, Messrs. Alexander Rankine and John T. Williston, of Northumberland, Messrs. Robert Gordon and Joseph Reed, of Gloucester, Mr. A. Barbarie, of Restigouche, and Mr. Francis McPhelim, of Kent, having deserted their Liberal allies.
Richard Hutchinson, who, as the representative of Gilmour, Rankine & Co., the great lumber house of the North Shore, was extremely unpopular, even in the county which had elected him. The Hon. Robert Duncan Wilmot was perhaps the most dissatisfied man of any, with the new cabinet in which he found himself.
But while the earlier history of naval architecture is bound up with that of the Clyde, its ultimate development and its present high state of perfection were brought about by the sustained and unflagging energy, enterprise, and ability of men like Professor Rankine, Robert Napier, and John Elder, who exerted themselves to maintain the pre-eminence which, thanks to their discoveries and exertions, the Clyde has never lost.
Here and there a thinker like Rankine did, indeed, attempt to fancy conditions under which the energy lost through dissipation might be restored to availability, but no such effort has met with success, and in time Professor Thomson's generalization and his conclusions as to the consequences of the law involved came to be universally accepted.
