After a stormy debate, however, the Assembly adopted the petition; and Franklin, despite the bitter personal attacks of John Dickinson, was chosen as agent to carry the request to England. The petition was not allowed, and Pennsylvania remained in the hands of the proprietaries until it became an independent state.
In the Virginia Gazette of December 1, 1768, Henderson must have read with astonishment not unmixed with dismay that "the Six Nations and all their tributaries have granted a vast extent of country to his majesty, and the Proprietaries of Pennsylvania, and settled an advantageous boundary line between their hunting country and this, and the other colonies to the Southward as far as the Cherokee River, for which they received the most valuable present in goods and dollars that was ever given at any conference since the settlement of America."
The governor was elected by the voters only in Rhode Island and Connecticut; in all the other colonies he was appointed by the proprietaries or the Crown, and, though independent of the people, exercised many important powers.
But when, in 1756, at the beginning of the Seven Years' War, French and Indian hostilities put the whole province in jeopardy, and it became necessary for the Provincial Legislature to tax the whole population for the common defence, the governor thought that the estates of the Proprietaries should be exempted from this just tax. Hence a collision between the legislature and the governor.
The Assembly voted money for immediate defense under the conditions imposed, but at the same time declared that the measure was not to be held as a precedent for the future; and Franklin was sent to England to treat with the proprietaries in person, and if necessary with the Crown. Franklin reached London July 27, 1757, when he was fifty-one years old.
"Mischievous and distressing," he said, as the frequent disputes "have been found to both proprietaries and people, it does not appear that there is any prospect of their being extinguished, till either the proprietary purse is unable to support them, or the spirit of the people so broken that they shall be willing to submit to anything rather than continue them."
The Governor informed them that he had just received a letter from the proprietaries, giving to the province five thousand pounds sterling to aid in its defence, on condition that the money should be accepted as a free gift, and not as their proportion of any tax that was or might be laid by the Assembly.
The Virginia and the Plymouth Companies played a part in the early settlement of these colonies, but they were soon superseded by the crown, single proprietaries, or the settlers themselves.
Of these other acts some were repealed, according to the prayer of the proprietaries; but more were allowed to stand. These were, however, of comparatively little consequence; the overshadowing grievance for the Penns lay in this taxation of their property.
