That presence may occasion poverty, suffering, it may even endanger life; what if it does! Has a person in misfortune the right to strike down another who has had no part in making that misfortune? Life does not begin at birth, but precedes it; prenatal life is truly life. That which is conceived, is; being, it lives as essentially as a full-grown man in the prime of life.

The howling of the wolves in the surrounding wild-woods, the screaming of the catamounts in the near-by tree-tops, the sterile dog-star drying up the crops, the marching of my father to fight in the threatened Aroostook war, all conspired for months before this fateful night to awaken a restlessness, discontent, and gloomy forebodings in the lonely mother's heart which prenatal influences impressed upon the mind of the baby yet unborn.

CHAP would also improve the continuity of care for the nearly 14 million children now eligible for Medicaid. An additional 100,000 low-income pregnant women would become eligible for prenatal care under the proposal. I strongly urge the new Congress to enact CHAP and thereby provide millions of needy children with essential health services.

I shall, therefore, propose to the Congress a child health program to provide, over the next 5 years, for families unable to afford it access to health services from prenatal care of the mother through the child's first year.

These memories, messengers from the unconscious, remind us of what we are dragging behind us unawares. But, even though we may have no distinct idea of it, we feel vaguely that our past remains present to us. What are we, in fact, what is our character, if not the condensation of the history that we have lived from our birth nay, even before our birth, since we bring with us prenatal dispositions?

"What are we really, what is our character, except the condensation of the history which we have lived since our birth, even before our birth, since we bring with us our prenatal dispositions? Without doubt we think only with a small part of our past; but it is with our complete past, including our original bias of soul, that we desire, wish, and act."

The limits assigned to the mass of sentience attributed to each man are assigned conventionally; his prenatal feelings, his forgotten dreams, and his unappropriated sensations belong to his body and for that reason only are said to belong to him.

Naturally our digestive organs would be handicapped by the contraction which came from our attitude of mind and, of course, the food would appear not to agree with us. Take, for instance, people who are born with peculiar prenatal impressions about their food. A woman whom I have in mind could not take milk nor cream nor butter nor anything with milk or cream or butter in it.

All these prenatal influences and personal experiences, so foreign to the protected lives of the women of Stevenson's own race, threw about her an atmosphere of thrilling New World romance that appealed with irresistible force to the man who was himself Romance personified.

To him the gulf between then and now was so wide and blank that it might have been twelve weeks, or twelve months, or twelve years. It had been the night of the birth of a new creature, of the transmigration of a soul; it had no measurement in time, and threw all that preceded it into the mists of prenatal ages.
