The one hope of the age, the Stoic philosophy, was concerned with those who had attained to reason, i.e. to those who had reached their fourteenth year; in the Stoic view the child was indeed potentially reasonable, and thus a subject of interest, but in the Stoic ethics education does not take a very prominent place.
That means that you are potentially the most highly developed race on earth, and would be actually the greatest if you could live long enough to attain to maturity. I never thought of that. That explains everything. We are just a lot of schoolboys: theres no denying it.
I have had clients with potentially life-threatening conditions such as obesity with incipient heart failure, or who came to me with cancer, that were unable to stop work for financial reasons, or who could not afford a residential fasting program, or who felt confident in their own ability to deal with detoxification in their own home.
Even the higher ranks, during those stages of society when social meetings are difficult, are rare, and consequently have their whole intellectual opportunities exhausted in forms and elaborate ceremonials, are not able to develope what may be called the social sense, that living, trembling sensibility to the expressions and the electric changes of human thought and feeling, so infinite as they are potentially, and as they will show themselves to be when the intercourse is free, is sudden, is spontaneous, and therefore has not leisure to be false, amongst all varieties of combination as to sex, age, rank, position, and personal accomplishments.
It embodies a finished humanity which only varied exercises could have attained, for as the body is the existent ground for all possible actions, in which as actions they exist only potentially, so a perfect body, such as a sculptor might conceive, which ought to be ready for all excellent activities, cannot present them all in act but only the readiness for them.
Consequently, the co-inherence of two attributes is but the co-existence of the two states of consciousness implied in their meaning: with the difference, however, that this co-existence is sometimes potential only, the attribute being considered as in existence, though the fact on which it is grounded may not be actually, but only potentially present.
Nor does the absence of consciousness in particular individuals, as to this Power in themselves, fairly affect its universality, at least potentially: since by the same rule there would be equal ground for denying the existence of any faculty of the mind which is of slow or gradual developement; all that we may reasonably infer in such cases is, that the whole mind is not yet revealed to itself.
When such a force is extremely mobile, as a fleet of armored cruisers may be, its power of mischief is very great; potentially, it is forever on the flank and rear, threatening the lines of communications. It is indeed as a threat to communications that the "fleet in being" is chiefly formidable.
Moreover, it can be proved that the raiser of the stone had to exert as much energy in order to place it in its position, as it will develop in falling. Hence the energy which was exerted, and apparently exhausted, in raising the stone, is potentially in the stone, in its raised position, and will manifest itself when the stone is set free.
If they do not learn within that time they will never be of any use to us. These men are, many of them, foreigners, and all that is required before they are taken on is that they should be potentially able to do enough work to pay the overhead charges on the floor space they occupy. They do not have to be able-bodied men.
