From that period, date the long lines of the Capetians in France, the Plantagenets in England; while rights of a similar kind are introduced into Spain and Portugal; likewise into the various states of Northern Germany, or Scandinavia; and Southern Italy, or Norman Sicily the rest of Italy and Germany are placed on a different footing, the empire and the popedom being both elective.

This is her throne: here she sits, or should, according to the theory of the popedom, high above the disturbing and blinding passions of earth, serenely calm and inexorably true, weighing all actions in her awful scales, and giving forth those solemn awards which find their response in the universal reason and conscience of mankind. If so, what mean these dungeons?

And true enough, these are the times when the Popedom is exalted and the Gospel kept secret through the whole world; when, too, there comes continually one plague after another, by which God has punished the unbelieving and thrown them into the throat of the Devil. Like them also are these dreamers, who defile the flesh.

For the stability and prosperity of this Church he considered no externals necessary beyond the preaching of God's Word and the administration of the Sacraments, as ordained by Christ, no Romish Popedom, nor any other hierarchical arrangements.

Yet ordinarily, and by common or known law and right in settled churches, if any man have recourse to the magistrate to complain, that, through abuse of ecclesiastical discipline, injury is done to him, or if any sentence of the pastors and elders of the church, whether concerning faith or discipline, do displease or seem unjust unto the magistrate himself, it is not for that cause lawful to draw those ecclesiastical causes to a civil tribunal, or to bring in a kind of political or civil popedom.

This Universal Church, says Luther, is the one intended by the Creed, when it says 'I believe in a Holy Catholic Church, the communion of saints. The mere external power which the Popedom exercised in its government of the Church, in the imposition of outward acts and penalties appeared, so far, to Luther a matter of indifference in respect to religion and the salvation of souls.

"The great God of Heaven," they said, "had caused the undertaking of His holy instrument Mr. Doctor Martin Luther to prosper. Through His unspeakable mercy he has driven away the Papal darkness and caused the sun of righteousness once more to beam upon the world. The old idolatries, blasphemies, errors, and horrors of the benighted Popedom have been exterminated in many kingdoms and countries.

Through your highness, some men are trying to erect a new Popedom, as though your majesty could not be king and head of this commonwealth, unless the spiritual sword, as well as the temporal, be put into your hands; unless Christ be bereft of His authority, and the two jurisdictions which God separated be confounded. All this tends to the wreck of true religion."

"It is quite plain whom I mean The Catholics," answered Charles. "The Popedom is the true Apostolate, the Pope is the successor of the Apostles, particularly of St. Peter."

For he as much as uses the word here; false doctors, that is, false teachers, he says, not false prophets or false apostles. In this he fairly hits the high schools, where such a class of men is made, and whence all the preachers have come forth into the world; so that there is not even a city under the Popedom, which does not have such teachers made in the high schools.
