Even the understanding that local policing was to be left to local government would not restrain an efficient national administration from meeting such a crisis vigorously. Indeed, the action of the nation in such an emergency would determine whether it was at the mercy of State aid and protection or whether it could care for itself.
To prepare America for the 21st century, we must build stronger communities. We should start with safe streets. Serious crime has dropped five years in a row. The key has been community policing. We must finish the job of putting 100,000 community police on the streets of the United States.
And, in addition to policing the Yukon mining country, these few hundred men had to guard human life and property in the immense stretches of the Middle West where, into a country larger than several European kingdoms, tens of thousands were pouring in a tidal wave of immigration.
By the time that the two midshipmen finished policing their quarters no housekeeper in the land could have found the least sign of disorder. Rap-tap! sounded briskly at the door. "Come in," called Dave. The door opened, revealing Midshipman Hepson, of the first class. "Are you fellows to rights?" he called. "Come in, Hepson," urged Dave. "Yes; we're to rights as far as quarters go."
The Austrian Foreign Minister, Count Berchtold, short-sighted and indolent then as now, failed to realise that the North Albanian harbours, for obvious reasons of physical geography, could never be converted into naval bases, save at a prohibitive cost, and that their possession by Serbia, so far from being a menace to Austria, would involve the policing of a mountainous tract of country, inhabited by a turbulent and hostile population.
Never, moreover, was folly so great as that shown by him or by her who will not see. And to look at the matter without prejudice, we will realise that this is merely policing what we have. It is meeting force with adequate force, if it becomes necessary, so to meet it.
Poor, misguided Jehadieh and hocussed Arabs of the spacious and cruel Soudan! With such troops disciplined and trained by English officers the policing of Africa would be an easy affair. Try and try as they did, they could not moving openly pass through our blasts of fire.
When companies and workers work as a team they do better, and so does America. Crime Our fourth great challenge is to take our streets back from crime and gangs and drugs. At last we have begun to find a way to reduce crime, forming community partnerships with local police forces to catch criminals and prevent crime. This strategy, called community policing, is clearly working.
A certain amount of reliance could also be placed on civil machines temporarily borrowed for purely policing measures in uncivilized countries, or for the assistance of Government during civil disturbances; and for such purposes it should not be difficult to devise a scheme, especially when the State exercises a measure of control through the grant of subsidies, for the obligatory enrolment of civil commercial pilots in the reserve, and for periodical refresher courses for pilots, who are not actually in the service of companies, at civil aerodromes.
Whatever the words or intentions of the founders of such religions, their kingdoms are essentially of this world. They are not mystic, or spiritual, or in anyway concerned with infinite and eternal things. Their business is the moral policing of humanity. Morality, as of course its name implies, is a mere matter of custom, and therefore varies with the variations of races and climates.
